ARTICLE VIII. FINANCE

Sec. 2‑187. Preparation, submission of tentativebudget.

 (a)     The town manager shall, in consultation with the budget and finance committee, on or before the first day of August of each year, prepare a tentative budget for the next succeeding fiscal year.

(b)     The tentative budget shall show all anticipated revenues from all sources whatsoever, and all anticipated expenditures to be made during the next fiscal year.

(c)     The tentative budget shall be presented to the town council, together with any suggestions and recommend­ations which the town manager and the budget and finance committee may deem appropriate, on or before the first day of August of each year. (Code 1962, 15‑9; Ord. No. 247, 18, 5‑15‑79)

 Sec. 2‑188. Adoption of budget by council.

Prior to the beginning of each fiscal year the town council shall adopt the budget for the next succeeding fiscal year, based upon the tentative budget presented to the council by the town manager, with such changes and amendments as the council shall deem necessary. Sec. 2‑189. Appropriation prerequisite to expenditure.

 No money shall be drawn from the depository of thetown, and no obligation for the expenditure of moneyshall be made, except pursuant to an appropriation madeby the town council. (Code 1962, 15‑2)

 Sec. 2‑190. Deposit of fines and forfeitures.

 All forfeitures and fines shall be deposited in thegeneral fund. (Code 1962, 15‑3)
