1.                SR-A1A/Fourth Avenue intersection:  FDOT initiated work on December 6 to place a raised concrete median on SR-A1A at 4th Avenue to insure that the present restriction prohibiting northbound SR-A1A motorists from turning west onto 4th Avenue is enforced and to continue to discourage 4th Avenue motorists from turning north on SR-A1A.  The work was initiated for a 60 day contract period.

 

2.                Fifth Avenue turning lane extension at SR-A1A:  Project waiting on progress at S. Riverside Drive turn lane.

 

3.         Outfall Drain in Wavecrest Park:  FDOT developed an approach to channel the initial water from SR-A1A west under Fifth Avenue with the excess going through the existing beach structure.  The proposal was analyzed by FDOT for funding prioritization; however, due to limited funds projects that suffered damage from last year’s storms received a higher ranking than did Indialantic.  Estimated outside cost is projected to be $100,000 to $150,000.  FDOT  provided construction information to the Town to share with the MPO to seek funding assistance.

 

4.         Fifth Avenue Median:   Staff contacted FDOT and the Town Engineer to address any concerns regarding sight distance from side streets.  Plants are being monitored and will be replaced as needed by Town forces.  The cord grass was trimmed and will be thinned beginning in January, 2001.  An alternative plant has not been located.

 

5.                  Wavecrest Park Water Fountain: The members of the Parks & Recreation/Beautification Committee have indicated that while they do not support the operation of the water fountain, they do see some merit in utilizing part, or all, of the fountain absent water.  The insurance company has provided $1,485 to the Town to cover damages to the fountain.  The Parks & Rec. Committee is working on a plan for a replacement item at the location of the broken water fountain.

 

6.        FRDAP Grant/Wavecrest/Nance Park:    The executed agreement has been received from FDEP and we are preparing the commencement documents—e.g. lease, boundary survey, site plan, and permits—for State review.  The grant amount is $112,500 FRDAP share and $37,500 Town share.

 

a.                The grant application as approved by the Council includes adding playground equipment, shade landscaping, a split rail fence, and a bicycle rack; and performing rehabilitation work on the existing boardwalk, crossovers, and restrooms.

 

7.                 FRDAP Grant/Riverside Park:   The executed agreement has been received from the FDEP and we are preparing the commencement documents for State review.  The grant amount is $86,000 FRDAP share and $28,668 Town share.

 

a.         The grant application as approved by the Council includes adding a pier, observation deck, bicycle rack, picnic tables, benches, waste containers, a gazebo, handicap parking; and providing for improved signage.

 

8.         Pavers/Fifth Avenue:            The Parks & Recreation/ Beautification Committee has worked with staff toward having pavers installed along the north side of the 300 block of Fifth Avenue and to have spots in the 100 and 200 blocks repaired.  Funds were included in last year’s budget for this improvement. Staff has ordered the pavers that are projected to arrive in January, 2001.

 

9.         Urban & Community Forestry Grant:            Grant funds will be used to plant trees in the Causeway median, along the north side of the Melbourne Causeway, along a portion of Riverside Place to connect to Riverside Park, and along SR-A1A past Nance Park.  Program information in the grant agreement was inadvertently changed by the State necessitating an amendment that has been signed and forwarded to the State for processing.  The project is currently being bid with a bid opening date of 12/29/00 at 4:00 p.m.

 

10.              Dr. Saxe’s Property on Fifth Avenue:  Dr. Saxe has proposed a counter offer, which is to be presented to the Council for consideration on December 19, 2000.

 

11.              Fifth Avenue turn lane @ Riverside Drive:  The agreement was approved at the Council November 21, 2000 meeting and forwarded to Mr. Haley’s attorney for signature.  Legal descriptions have been forwarded to FDOT right-of-way personnel to proceed toward the transfer of title of the Town’s two parcels in accordance with Town Code and to be prepared to transfer title concerning the Haley parcel once conditions have been met.

 

12.              Causeway Vulnerability Study:  The consultant has been engaged by the Florida Department of Transportation (FDOT) to perform a vulnerability study on eight causeways in Brevard County.  The purpose of the study is to address water and wind induced damage.  The end result is to determine those improvements that can be made to help in the recovery effort after a storm.  The study is projected to be completed in November, 2001.  A project meeting was held on November 6, 2000.

 

13.              Fifth Avenue school crossing fixture replacement:  The project was completed with the installation of the 15 mph speed limit signs on December 4, 2000.

 

14.             SR-A1A Resurfacing with sidewalk on west side:  FDOT has indicated that the resurfacing is expected to begin in June, 2001.

 

15.             FEMA damage:  Work has been completed.  The Town has been reimbursed for Irene expenses and most of Floyd expenses.

 

16.              Personnel/Civil Service Manual:    Staff solicited comments regarding the current Personnel/Civil Service Manual from Town employees.  The document was reviewed by Mr. Fawsett and has been sent to the PBA to review Mr. Fawsett’s revisions prior to being presented to the Council for action.

 

17.              Lot ownership matter:  The Town Attorney has noted, concerning ownership of the lot on the west side of N. Riverside Place south of Riverside Park, that the court determined that the lot was owned by Eastminster Presbyterian Church—not by the Town.

 

18.              Drainage:  The Town replaced deteriorated metal drainage catch basins at the northwest and southwest corners of Ramona and Melbourne with ones constructed of concrete.  Additionally, the Town replaced deteriorated metal drainage pipes under Ramona, both north and south of Melbourne, and under Melbourne, west of Ramona, with concrete pipes.  The blockage in the N. Riverside Drive line between Oakland and Wayne was removed and this pipe was slip-lined.  The Town was able to locate the blockage and minimize the amount of exploratory work due to the assistance of the Melbourne Utilities Division.
