1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $212,000 is included in the FY-04 FDOT Tentative Work Program as conveyed at FDOT’s presentation on November 12, 2002. Confirmation of the project being included in the FDOT Five-Year work program will occur after the State legislature adjourns.
2. FRDAP Grant/Douglas Park: The application for FRDAP monies was submitted to FDEP on October 5, 2001. The project improvements, costing $50,000, include two parking spaces to improve accessibility for those with physical disabilities, connecting walkways, a gazebo, and seawall improvements. The project agreement was approved by Council on September 17, 2002. Commencement documents were forwarded to FDEP on November 13, 2002, and approved by the State on November 21, 2002. The seawall repair has been advertised with bids due by 3:30 p.m. December 20, 2002. Bids will be evaluated and a recommendation will be forwarded to Council recommending award at a future Council meeting.
3. FRDAP Grant/Orlando Park: An application for $50,000 was submitted to the State on August 22, 2002, for improvements that include adding two parking spaces to improve accessibility for those with physical disabilities, a gazebo, replacing the path along the west side of the park, resurfacing the basketball courts, and adding play equipment. The application will need to be rated by FDEP, which will be followed by consideration for funding from the State legislature.
4. Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The bid to construct the improvements, including an eight-foot bicycle path through Douglas Park, was awarded on October 16, 2001, to the low bidder—i.e. Watson Paving, Inc. in the amount of $152,183.75. Construction of the left turn lane extension on Fifth Avenue at SR-A1A and of the right turn lane on Fifth Avenue at S. Riverside Drive is complete. FDOT personnel have determined that they want the sidewalk on the south side of US-192 west of S. Riverside Drive to be lowered. Brewer Paving & Development, Inc. has been engaged to lower the sidewalk and install a retaining wall at FDOT’s cost. Additional funds have been added to the JPA to install mast arms at the US-192/Riverside Drive intersection with FDOT having the mast arms designed in-house.
5. Lily Park: Consistent with Council approval of September 17, 2002, FIT personnel conveyed to the Town title for property that is adjacent to, and south of, the park on November 13, 2002. Two days later the Town redeemed the tax certificates.
6. Brevard County Shore Protection Project—South Reach: Sand has been applied along the area’s coastline. It was installed to south of access #8 with the taper running just south of access #1. When funds are available the crew will return to widen the area where the taper begins, i.e. south of access #8, and continue the improvement to Flug Avenue. It is expected that the required $1.5 million will be made available in late January. Great Lakes Dredge & Dock Co. is expected to complete the project in late March and early April and to continue to utilize the state property south of Wavecrest Avenue as the staging area. The County has installed a diffuser for the outfall structure at Tampa Avenue.
7. Sunrise Park Addition (east of SR-A1A and north of Watson Drive): The property is owned by the State and leased to the County. County staff members have expressed a willingness to lease the property to the Town for park use. The Council annexed the subject property into the Town in December, 2001. The Board of County Commissioners approved the agreement at their December 3, 2002, meeting. The Council will be requested to consider the agreement at the December 17, 2002, regular meeting. Development of the site is expected to occur in FY-05. This will afford staff an opportunity to prepare development plans and address any permitting requirements that might exist. Town forces will maintain the property should Council approve the lease agreement with the County.
8. Notice: The glass enclosed bulletin board situated in the Indialantic Shopping Center by the grocery store that had previously been utilized for official notices has been relocated to a location that has more foot traffic—i.e. between the Dollar General Store and Beach Street Eatery. The bulletin board is being used by Town staff to post official notices as a secondary site in addition to Town Hall.
