1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $212,000 is included in the FY-04 FDOT Work Program as conveyed at FDOT’s presentation on November 12, 2002. The project will be advertised in March, 2004.
2. FRDAP Grant/Nance Park: The application for FRDAP monies was submitted to FDEP on September 8, 2003. The project improvements, costing $50,000, include 500 feet of boardwalk deck replacement, refurbishment of the sand volleyball seating, 320 feet of sidewalk to connect the parking spaces with the pavilions and play area, a drinking fountain, and play items for youngsters 2-5 years of age.
3. FRDAP Grant/Sunrise Park: The application for FRDAP monies was submitted to FDEP on September 8, 2003. The project improvements, costing $50,000, include 700 feet of sidewalk through the park, a covered observation deck, exercise stations along the sidewalk/path, and site irrigation. County recreation staff has approved the Town’s plans, will need to approve construction documents prior to construction.
4. Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The left turn lane on Fifth Avenue at SR-A1A was extended, the right turn lane at Fifth Avenue and S. Riverside Drive was constructed, and a sidewalk with retaining wall and limited railing along the S. Riverside Drive turn lane and a bicycle path through Douglas Park were installed. FDOT increased the amount of the JPA to handle the cost of installing mast arms at the US-192/Riverside Drive. The Town has entered into a contract with Traffic Control Devices to install green fluted style post mast arms at a cost of $134,025.
5. Dual northbound turn lanes on SR-A1A @ US-192: FDOT has determined that a second northbound left turn lane can be installed within the FDOT right-of-way, which will improve the operation and efficiency of the intersection. The project was recommended as the third prioritized project by the MPO Traffic Operations Committee. FDOT has included $416,000 for the project in the Tentative 5-Year Transportation Plan for FY-07.
6. Melbourne Causeway: FDOT has included in the Tentative Five-Year Transportation to replace the easternmost relief bridge on US-192. The plan includes monies in FY-05 for design and monies in FY-09 for construction. This project will be impacted by the Brevard County Causeway Vulnerability Study and the Indian River Lagoon North Restoration Feasibility Study.
7. Crossovers: Crossover #3 is scheduled to be reconstructed—i.e. replacing the deck and structural members--by February, 2004. Crossover #3 provides a direct connection between the restrooms in Nance Park and the beach.
8. Sixth Avenue Drainage: Bids were opened 10/03/03 for the drainage system to be installed starting at the west end of 121 Sixth Avenue and running east to dispose of water at a drainage swale at the Town’s lot (i.e. Lot 11, Block 28). Council awarded the bid and approved a contract to Atlantic Development on 10/21/03. Two structures are being constructed off-site with on-site construction expected to start shortly after the first of the new calendar year.
9. The Town’s NPDES application as prepared by BSE Consultants, Inc. was approved on June 23, 2003. Ordinance language concerning ground disturbance is being prepared.
10. Nance Park boardwalk: Over fifty feet of boardwalk deck between the emergency vehicle access ramp and the park restrooms has been replaced. The remaining amount (for a total of 174 feet) will soon be replaced.
11. Solid Waste: The current franchise agreement with the Town’s solid waste hauler expires September, 2004. The Town Manager has contacted the current hauler to determine if it desires to extend the franchise period as provided for in the agreement. The franchise holder has indicated an interest in having the agreement extended. Staff will propose certain adjustments to the agreement; however, should the hauler oppose these changes we will proceed to bid the service.
12. Causeway Emergency Vehicle Access: Preliminary design plans were reviewed and edited by staff for an access point on the south side of the Melbourne Causeway at which the Town’s fire/rescue boat can be launched.
13. Nance Park Sign: Consideration is being given to replacing the existing Nance Park sign that was constructed in the format as utilized by the County. Stone samples are expected to be reviewed with the Parks, Recreation & Beautification Committee at their January meeting.
14. The owner of the shell parking lot situated at the southeast corner of Shannon Avenue and Fifth Avenue has indicated that he intends to pave the parking lot. He was advised that he will need certain approvals by the Town including site plan consideration by the Zoning & Planning Board.
15. Beach Dune Stabilization: Staff is working with County personnel toward having sea oats installed at the top of the dunette, i.e. the raised area east of the dune, by Sunrise Park and Nance Park. Funds are included in the enterprise fund budgets for this purpose.
16. Fifth Avenue median: Cord grass is being transferred from the median to the Melbourne Causeway median. Staff started in the 100 block. Council approved installing dwarf Indian Hawthorne plants in place of the cord grass plants as recommended by the Parks, Recreation, & Beautification Committee.
17. Meters: Numerous meters and/or housings have been replaced in Nance Park and along Wavecrest Avenue with funds included in the current fiscal year budget.
