1.      Outfall Drain at the beach at Fifth Avenue:  FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure.  Funding in the amount of $212,000 is included in the FY-04 FDOT Tentative Work Program as conveyed at FDOT’s presentation on November 12, 2002.

 

2.      FRDAP Grant/Douglas Park:  The application for FRDAP monies was submitted to FDEP on October 5, 2001.  The project improvements, costing $50,000, include two parking spaces to improve accessibility for those with physical disabilities, connecting walkways, a gazebo, and sea wall improvements.  The project agreement was approved by Council on September 17, 2002.  Commencement documents were forwarded to FDEP on November 13, 2002, for approval so that the Town can proceed to realize the improvements to the park.  The bid package for the sea wall restoration has been prepared.

 

3.      FRDAP Grant/Orlando Park:  An application for $50,000 was submitted to the State on August 22, 2002, for improvements that include adding two parking spaces to improve accessibility for those with physical disabilities, a gazebo, replacing the path along the west side of the park, resurfacing the basketball courts, and adding play equipment.  The application will need to be rated by FDEP which will be followed by consideration for funding from the state legislature.

 

4.      Capital Improvement Program (CIP) Budget:  The Town’s Five-Year CIP for fiscal years 2004 through 2008, as well as the current fiscal year, has been reviewed and approved by the Budget & Finance Committee and the parks element has been approved by the Parks, Recreation & Beautification Committee.  The document is being provided to Council for consideration.

 

5.      Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The bid to construct the improvements, including an eight-foot bicycle path through Douglas Park, was awarded on October 16, 2001, to the low bidder—i.e. Watson Paving, Inc. in the amount of $152,183.75.  Construction of the left turn lane extension on Fifth Avenue at SR-A1A and of the right turn lane on Fifth Avenue at S. Riverside Drive is complete.  FDOT personnel have determined that they want the sidewalk on the south side of US-192 west of S. Riverside Drive to be lower.  Staff secured prices at FDOT’s direction and will request Council action to address FDOT’s concerns. Additional funds are being added to the JPA to install mast arms at the US-192/Riverside Drive intersection.  JPA Supplement #1 for the mast arms was approved by Council and is being processed by FDOT.  FDOT is having the mast arms designed in-house.

 

6.      Lily Park:  Consistent with Council approval of September 17, 2002, FIT personnel are in the process of conveying to the Town title for property that is adjacent to, and south of, the park.  Once this occurs, staff will redeem the tax certificates.

 

7.      Brevard County Shore Protection Project—South Reach:  Sand has been applied along the area’s coastline.  It was installed to south of access #8 with the taper running just south of access #1.  It has been expected that the crew will return to widen the area where the taper begins, i.e. south of access #8, and continue the improvement to Flug Avenue in November should a spending bill be approved by Congress.    Congress needs to enact a spending bill containing $1.5 million to cover the balance of work required in the South Reach.  Currently, the House spending bill contains $3.0 million with the Senate bill containing $1.5 million.  Great Lakes Dredge & Dock, the contractor, expects to continue to utilize the state property south of Wavecrest Avenue as their staging area.  The County has installed a diffuser for the outfall structure at Tampa Avenue.

 

8.      Sunrise Park Addition (east of SR-A1A and north of Watson Drive):  The property is owned by the State and leased to the County.  County staff members have expressed a willingness to lease the property to the Town for park use.  The Council annexed the subject property into the Town in December, 2001.  Town staff has forwarded to the County comments regarding the draft inter-local agreement that was drafted by the County.  The Board of County Commissioners is expected to consider the agreement at their December 3, 2002, meeting.  The Council will be requested to consider the agreement at the December 17, 2002, regular meeting.

 

9.      Fifth Avenue Median:  To insure that the Town complies with FDOT requirements for visibility at intersections along US-192 staff cut the cord grass in the Fifth Avenue median on October 23, 2002.

 

10.  Notice:  The glass enclosed bulletin board situated in the Indialantic Shopping Center by the grocery store that had previously been utilized for official notices has been relocated to a location that has more foot traffic—i.e. between the Dollar General Store and Beach Street Eatery.  The bulletin board is being used by Town staff to post official notices as a secondary site in addition to Town Hall.
