1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $212,000 is included in the FY-04 FDOT Work Program as conveyed at FDOT’s presentation on November 12, 2002. The project will be advertised in March, 2004.
2. FRDAP Grant/Nance Park: The application for FRDAP monies was submitted to FDEP on September 8, 2003. The project improvements, costing $50,000, include 500 feet of boardwalk deck replacement, refurbishment of the sand volleyball seating, 320 feet of sidewalk to connect the parking spaces with the pavilions and play area, a drinking fountain, and play items for youngsters 2-5 years of age.
3. FRDAP Grant/Sunrise Park: The application for FRDAP monies was submitted to FDEP on September 8, 2003. The project improvements, costing $50,000, include 700 feet of sidewalk through the park, a covered observation deck, exercise stations along the sidewalk/path, and site irrigation. County recreation staff has approved the Town’s plans, will need to approve construction documents prior to construction.
4. Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The left turn lane on Fifth Avenue at SR-A1A was extended, the right turn lane at Fifth Avenue and S. Riverside Drive was constructed, and a sidewalk with retaining wall and limited railing along the S. Riverside Drive turn lane and a bicycle path through Douglas Park were installed. FDOT increased the amount of the JPA to handle the cost of installing mast arms at the US-192/Riverside Drive intersection and will provide a supplement to the JPA to extend the project period through June 30, 2004. Staff is recommending that Council award to the lowest bidder a fluted column post mast arm system to the lowest of four bidders.
5. Dual northbound turn lanes on SR-A1A @ US-192: FDOT has determined that dual turn movements for northbound SR-A1A motorists at US-192 are not feasible in that they produce a lower level of service and longer delays. However, FDOT has determined that a second northbound left turn lane can be installed within the FDOT right-of-way, which would improve the operation and efficiency of the intersection. The SR-A1A/US-192 project is recommended as the third prioritized project by the MPO Traffic Operations Committee; however, two larger projects may absorb most of the available monies prior to this project being addressed with available traffic operations money.
6. Crossovers: The deck, beachside steps, and structural support for the steps have been replaced for crossover #11. Staff is looking to schedule replacing the deck and structural members for crossover #3. Crossover #3 provides a direct connection between the restrooms in Nance Park and the beach.
7. Sixth Avenue Drainage: Bids were opened 10/03/03 for the drainage system to be installed starting at the west end of 121 Sixth Avenue and running east to dispose of water at a drainage swale at the Town’s lot (i.e. Lot 11, Block 28). Council awarded the bid and approved a contract to Atlantic Development on 10/21/03. A swale was added to the north side of the street at 128 Sixth Avenue and to the south side of the street at 141 Sixth Avenue.
8. The Town’s NPDES application as prepared by BSE Consultants, Inc. was approved on June 23, 2003. Ordinance language concerning ground disturbance is being prepared.
9. Nance Park boardwalk: Forty feet of boardwalk deck between the emergency vehicle access ramp and the park restrooms have been replaced. The remaining one-hundred and thirty-four feet will soon be replaced.
10. Solid Waste: The current franchise agreement with the Town’s solid waste hauler expires September, 2004. The Town Manager has contacted the current hauler to determine if it desires to extend the franchise period as provided for in the agreement. The franchise holder has indicated an interest in having the agreement extended. Staff will propose certain adjustments to the agreement; however, should the hauler oppose these changes we will proceed to bid the service.
11. Causeway Emergency Vehicle Access: Preliminary design plans were reviewed and edited by staff for an access point on the south side of the Melbourne Causeway at which the Town’s fire/rescue boat can be launched.
12. Nance Park Sign: Consideration is being given to replacing the existing Nance Park sign that was constructed in the format as utilized by the County. Stone samples will be reviewed with the Parks, Recreation & Beautification Committee on December 8, 2003.
13. The owner of the shell parking lot situated at the southeast corner of Shannon Avenue and Fifth Avenue has indicated that he intends to pave the parking lot. He was advised that he will need certain approvals by the Town.
14. Beach Dune Stabilization: Staff is working with County personnel toward having sea oats installed at the top of the dunette, i.e. the raised area east of the dune, by Sunrise Park and Nance Park. Funds are included in the enterprise fund budgets for this purpose.
15. The deadline for accepting applications for the position of Building Official is November 21, 2003.
