1.                Outfall Drain at the beach at Fifth Avenue:  FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure.  Funding in the amount of $212,000 is included in the FY-04 FDOT Work Program as conveyed at FDOT’s presentation on November 12, 2002.  The project will be advertised in March, 2004.

 

2.                FRDAP Grant/Douglas Park:  The application for FRDAP monies was submitted to FDEP on October 5, 2001.  The project improvements, costing $50,000, include two parking spaces to improve accessibility for those with physical disabilities, connecting walkways, a gazebo, and seawall improvements.  The Watauga Company has completed the seawall repair.  Public Works Department personnel have assembled the gazebo.  The two parking spaces for handicapped individuals, connecting walkways, picnic table, and drinking fountain have been installed.  The project has been completed.  Staff is submitting copies of receipts and required close-out documents.

 

3.               FRDAP Grant/Nance Park:  The application for FRDAP monies was submitted to FDEP on September 8, 2003.  The project improvements, costing $50,000, include 500 feet of boardwalk deck replacement, refurbishment of the sand volleyball seating, 320 feet of sidewalk to connect the parking spaces with the pavilions and play area, a drinking fountain, and play items for youngsters 2-5 years of age.

 

4.               FRDAP Grant/Sunrise Park:  The application for FRDAP monies was submitted to FDEP on September 8, 2003.  The project improvements, costing $50,000, include 700 feet of sidewalk through the park, a covered observation deck, exercise stations along the sidewalk/path, and site irrigation.  County recreation staff has approved the Town’s plans, will need to approve construction documents prior to construction.

 

5.                Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The left turn lane on Fifth Avenue at SR-A1A was extended, the right turn lane at Fifth Avenue and S. Riverside Drive was constructed, and a sidewalk with retaining wall and limited railing along the S. Riverside Drive turn lane and a bicycle path through Douglas Park were installed.  FDOT increased the amount of the JPA to handle the cost of installing mast arms at the US-192/Riverside Drive intersection and will provide a supplement to the JPA to extend the project period through June 30, 2004.  Mast arm detailed information is being reviewed in an attempt to insure that the mast arm posts are of the fluted variety.

 

6.                Nance & Sunrise parks:  The County is submitting to the State management plans for the two parks as required by their leases.  Town staff is reviewing and commenting on these plans.

 

7.               Dual northbound turn lanes on SR-A1A @ US-192:  FDOT has determined that dual turn movements for northbound SR-A1A motorists at US-192 are not feasible in that they produce a lower level of service and longer delays.  However, FDOT has determined that a second northbound left turn lane can be installed within the FDOT right-of-way, which would improve the operation and efficiency of the intersection.  The SR-A1A/US-192 project is recommended as the third prioritized project by the MPO Traffic Operations Committee; however, two larger projects may absorb most of the available monies prior to this project being addressed with available traffic operations money.

 

8.               Crossovers:  Crossover #11 is to be reconstructed on the beach side due to a deterioration of the deck and risers.  Once turtle nesting season is over, staff will perform the required maintenance on the crossover.

 

9.                Sales Tax:  On April 22, 2003, the County agreed to afford voters the opportunity to consider providing for an additional one percent sales tax with the revenue being divided evenly between the School District, County, and municipalities.  The Town is estimated to receive $184,000 in the first year.  The primary benefit to having these monies available to the Town of Indialantic is in the areas of replacing the forty year old drainage system, replacing police cars and fire engines as needed, and providing hurricane hardening for Town buildings.  Information concerning the Town’s projects was included in the August and October newsletters.

 

10.           Sixth Avenue Drainage:  Bids were opened 10/03/03 for the drainage system to be installed starting at the west end of 121 Sixth Avenue and running east to dispose of water at a drainage swale at the Town’s lot (i.e. Lot 11, Block 28).  A bid award recommendation will be considered by Council on 10/21/03.  A swale was added to the north side of the street at 140 Sixth Avenue.

 

11.            The Town’s NPDES application as prepared by BSE Consultants, Inc. was approved on June 23, 2003.  Ordinance language concerning ground disturbance is being prepared.

 

12.            Nance Park boardwalk:  The deck on the boardwalk between the emergency vehicle access ramp and the park restrooms will be replaced in the near future.  The material for the decking has been ordered.

 

13.            Solid Waste:  The current franchise agreement with the Town’s solid waste hauler expires September, 2004.  The Town Manager has contacted the current hauler to determine if it desires to extend the franchise period as provided for in the agreement.  The franchise holder has indicated an interest in having the agreement extended.  Staff will propose certain adjustments to the agreement; however, should the hauler oppose these changes we will proceed to bid the service.

 

14.            N. Riverside Place:  The flashers have been removed from the stop ahead signs.

 

15.            Carey Park:  Funds were donated by a local bridge club and town employees to support the planting of three Norfolk Island Pine trees in Carey Park in honor of Gus Carey.  Based on the desired spot for the trees some material was removed from the park and replaced with material more suitable to the growing of trees.

 

16.            Causeway Emergency Vehicle Access:  Preliminary design plans were reviewed and edited by staff for an access point on the south side of the Melbourne Causeway at which the Town’s fire/rescue boat can be launched.

 

17.            Orlando Park:  Public works personnel replaced a rotted portion of the existing gazebo roof.   The previously submitted FRDAP application proposed constructing a new gazebo.

 

18.            Nance Park Sign:  Consideration is being given to replacing the existing Nance Park sign that was constructed in the format as utilized by the County.

 

19.            The owner of the shell parking lot situated at the southeast corner of Shannon Avenue and Fifth Avenue has indicated that he intends to pave the parking lot.  He was advised that he will need certain approvals by the Town.
