Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under with the excess going through the existing beach structure. Initial estimated outside cost is projected to be $100,000 to $150,000. FDOT District 5 personnel have advised the Town that funding in the amount of $177,000 is included in the department’s FY-04 budget request
Wavecrest Park Water Fountain: The proposal to install a sign to replace the existing sign and damaged water fountain on Fifth Avenue east of SR-A1A was approved by the Council with the monument portion being placed out to bid with a bid opening date of November 2, 2001, and with the sign portion having a contract being prepared for it.
FRDAP Grant/Riverside Park: The agreement with FDEP has been executed and the commencement documents were forwarded to FDEP on July 27. Authorization to proceed with the project was issued by FDEP on August 1. The grant amount is $86,000 FRDAP share and $28,668 Town share. Improvements were bid with action being requested of the Council on October 16, 2001
.FRDAP Grant/Orlando Park: FDEP has notified the Town that the application for $28,517 (no match required) has been approved. Improvements include two parking spaces for handicapped individuals, a ramp for handicapped access to the pavilion, a walkway connecting the parking spaces with the pavilion and Magnolia pedway, and play equipment for handicapped individuals. The Town awaits return of an executed project agreement, has submitted commencement documents to FDEP, and awaits authorization to proceed with the project. The improvements have been bid with a bid opening date of November 9, 2001.
FRDAP Grant/Douglas Park: The application for FRDAP funds in the amount of $50,000 was submitted to FDEP on October 5, 2001. The project improvements include two handicap parking spaces, connecting walkways, benches, a gazebo, and sea wall improvements.
Melbourne Causeway Trail: Staff is working with FDOT to secure more defined control over the south portion of the Melbourne Causeway to enable the Town to seek Recreational Trails Program funds to repair the existing trail and make related improvements. Efforts are underway to address the grant condition that the Town demonstrate control over the subject area.
Pavers/Fifth Avenue: The Parks & Recreation/ Beautification Committee has worked with staff toward having pavers installed along the north side of the 300 block of Fifth Avenue and to have spots in the 100 and 200 blocks repaired. Work will progress once Kempf’s Jewelers construction has been completed.
County sewer line installation: A force main is to be installed from the N. Riverside Drive/Second Avenue intersection along Second Avenue to Palm Avenue and south on Palm Avenue. The County has requested to install this line to eliminate the sewage overflow situation that has occurred in the past at the intersection of Miami Avenue and S. Riverside Drive. The County awarded the bid and issued the Notice to Proceed effective 8/22/01 with a completion date of 4/19/02. RKT Constructors is installing the line under Fifth Avenue during the week of October 8, 2001, and milling the area to be opened for the new pipe. The contractor will then proceed south to install the jack and bore in Melbourne Beach followed by the open cut trenching starting south and running north.
Dr. Saxe’s Property on Fifth Avenue: Dr. Saxe recently contacted the Town Manager and offered to sell Lots 19 and 20, Block 20, Indialantic by the Sea for $160,000 with the Town paying closing costs. An option contract was prepared and has been made available for Council action on October 16, 2001. [note: the option price is $16.00/sq. ft.; the May, 1999 appraised price is $14.00/sq. ft.; the July, 2000, sale of three lots reportedly reflected a price of $11.48/sq. ft., a recent sale of two lots in the vicinity reflects a price of $17.50/sq.ft.]
Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: All three parcels for the Riverside Drive turn lane have been transferred to the State. The property owner has relocated the existing detached sign in accordance with the previously approved agreement. FDOT has reimbursed the Town $25,000 for the FDOT share of the land purchase. The project was bid and staff is recommending that the Council award the bid on October 16, 2001, to the low bidder—i.e. Watson Paving, Inc. in the amount of $152,183.75. The project includes an eight foot bicycle path through Douglas Park.
Brevard County Shore Protection Project—South Reach: The amount of work that can progress on nourishing the beach will depend on the amount of Federal funds that are made available by Congress and approved by the President. It is expected that if the requested $12 million is allocated, the beach through Indialantic can be nourished. If $8 million is allocated the project will, going from south to north, stop at approximately the location of Fifth Avenue. If $5 million is allocated the project will, going from south to north, stop at the southern connection of Wavecrest Avenue and SR-A1A. If the bids are accommodating, more work can be completed with fewer funds
Sunrise Park Addition: The County has indicated that the State is agreeable to a voluntary annexation and is willing for the County to lease the property to the Town to develop and maintain with documents to follow. The County is preparing an inter-local agreement for the Town’s consideration and staff is preparing the necessary annexation documents.
Causeway Vulnerability Study: The consultants engaged by the MPO expect to present their sixty percent phase of the causeway vulnerability study to the MPO in October. This phase is expected to reflect the impact that might be realized by the causeways as the result of category 1, 2, & 3 events. This will address the ability to utilize the causeway after a storm has completed. The Indialantic side of the Melbourne Causeway is of concern with regard to potential damage to the roadway and shore. It is expected that an approach to address these concerns will be identified along with an estimated price to correct the concerns.
SR-A1A resurfacing: A pre-construction meeting was held at the FDOT Rockledge office on September 12, 2001, concerning the SR-A1A resurfacing project south of Fifth Avenue that will include the installation of a walkway along the west side of the roadway. Parties were notified that the project was to start at the south end of the project area on October 8, 2001; however, recent information reflects that work is not slated to begin prior to the end of November. According to FDOT drainage and sidewalk construction will occur in the day and milling and resurfacing will occur at night; a public information contact person will be designated; and APAC of Florida, Inc. is the contractor.
