1.                Outfall Drain at the beach at Fifth Avenue:  FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure.  Funding in the amount of $205,000 is included in the FY-04 FDOT Tentative Work Program as conveyed at the October 23, 2001, public hearing and confirmed on August 13, 2002.

 

2.                FRDAP Grant/Douglas Park:  The application for FRDAP was submitted to FDEP on October 5, 2001.  The project improvements include two handicap parking spaces, connecting walkways, a gazebo, and sea wall improvements.  State Senator Futch and State Representative Needelman presented the ceremonial check for $50,000 to the Mayor and council members on July 16, 2002.  The project agreement was approved by Council on September 17, 2002.  The bid package is being prepared and the Town Attorney and Town Engineer are securing commencement documents to be submitted to FDEP.

 

3.               FRDAP Grant/Orlando Park:  An application for $50,000 was submitted to the State on August 22, 2002, for improvements that include adding two handicap parking spaces, a gazebo, replacing the path along the west side of the park, resurfacing the basketball courts, and adding play equipment.

 

4.                Union Agreement:  The three year union agreement with the Costal Florida PBA that covers police officers and communications officers was ratified by the bargaining unit members on September 13, 2002, and by the Council on September 17, 2002.

 

5.                ALS:  Three Firefighter/EMTs have been hired in anticipation of the Town Fire/Rescue Department implementing the Advanced Life Support (ALS) service on October 15, 2002.  The Town’s three existing firefighters are serving as Firefighter/Paramedics. 

 

6.                Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The bid to construct the improvements, including an eight-foot bicycle path through Douglas Park, was awarded on October 16, 2001, to the low bidder—i.e. Watson Paving, Inc. in the amount of $152,183.75.  Construction of the left turn lane extension on Fifth Avenue at SR-A1A and of the right turn lane on Fifth Avenue at S. Riverside Drive is complete.  FDOT personnel have determined that they want the sidewalk on the south side of US-192 to be lower.  Cost information is being secured at the request of FDOT.  Additional funds are being added to the JPA to install mast arms at the US-192/Riverside Drive intersection.

 

7.                Brevard County Shore Protection Project—South Reach:  Sand has been applied along the area’s coastline.  It was installed to south of access #8 with the taper running just south of access #1.  It has been expected that the crew will return to widen the area where the taper begins, i.e. south of access #8, and continue the improvement to Flug Avenue in November should a spending bill be approved by Congress.    Congress needs to enact a spending bill containing $1.5 million to cover the balance of work required in the South Reach.  Currently, the House spending bill contains $3.0 million with the Senate bill containing $1.5 million.  Great Lakes Dredge & Dock, the contractor, expects to continue to utilize the state property south of Wavecrest Avenue as their staging area.  The County has installed a diffuser for the outfall structure at Tampa Avenue.

 

8.                  Sunrise Park Addition:  County staff members have expressed a willingness to lease the property to the Town for park use.  Town staff has forwarded comments regarding the draft inter-local agreement that was provided by the County and awaits the County’s response.  The County has been short personnel in the Parks Department resulting in certain projects being delayed.  Staffing is back up and the Town is waiting for a review of the agreement comments.

 

9.                  Fiftieth Celebration Event:  Staff anticipates issuing the Indialantic Record around the first of November to include a schedule of events as developed by the committee for Saturday, November 16, 2002.  It will contain the schedule for the trolley that will move between various event locations as well as along Shannon and Ramona avenues.

 

10.              Notice:  The glass enclosed bulletin board situated in the Indialantic Shopping Center by the grocery store that had previously been utilized for official notices has been relocated to a location that has more foot traffic—i.e. between the Dollar General Store and Beach Street Eatery.  The bulletin board is being used by Town staff to post official notices as a secondary site in addition to Town Hall.
