1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under with the excess going through the existing beach structure. Estimated outside cost is projected to be $100,000 to $150,000. FDOT provided construction information to the Town, which was forwarded for inclusion by the MPO in the Transportation Improvement Program. FDOT District 5 personnel have advised the Town that funding is included in the department’s FY-03 budget request.
2. Wavecrest Park Water Fountain: The proposal to install a sign to replace the existing sign and damaged water fountain on Fifth Avenue east of SR-A1A was approved by the Council and is being explored with regard to the construction of the sign infrastructure and with regard to engaging the artist selected by the Parks & Recreation/Beautification Committee.
3. FRDAP Grant/Nance-Wavecrest Park: The Town has received ninety percent of the grant funds and awaits receipt of the ten percent retainage which FDEP has authorized having completed the project inspection.
4. FRDAP Grant/Riverside Park:The agreement with FDEP has been executed and the commencement documents were forwarded to FDEP on July 27. Authorization to proceed with the project was issued by FDEP on August 1. The grant amount is $86,000 FRDAP share and $28,668 Town share
a. The grant application as approved by the Council includes adding a pier, observation deck, bicycle rack, picnic tables, benches, waste containers, a gazebo, handicap parking;and providing for improved signage.
b. The improvements have been bid with a bid receipt deadline of September 21, 2001.
5. FRDAP Grant/Orlando Park: FDEP has notified the Town that the application for $28,517 (no match required) has been approved. Improvements include two parking spaces for handicapped individuals, a ramp for handicapped access to the pavilion, a walkway connecting the parking spaces with the pavilion and Magnolia pedway, and play equipment for handicapped individuals. Commencement documents are being prepared. The FDEP/Town agreement is to be considered by the Council on September 18, 2001, for approval.
6. Melbourne Causeway Trail: Staff is working with FDOT to secure more defined control over the south portion of the Melbourne Causeway to enable the Town to seek Recreational Trails Program funds to repair the existing trail and make related improvements. Efforts are underway to address the grant condition that the Town demonstrate control over the subject area.
7. Pavers/Fifth Avenue: The Parks & Recreation/ Beautification Committee has worked with staff toward having pavers installed along the north side of the 300 block of Fifth Avenue and to have spots in the 100 and 200 blocks repaired. Staff is waiting for work to be completed at the new Kempf’s Jewelers so that the pavers, once installed, won’t be disturbed.
8. County sewer line installation: A force main is to be installed from the N. Riverside Drive/Second Avenue intersection along Second Avenue to Palm Avenue and south on Palm Avenue. The County has requested to install this line to eliminate the sewage overflow situation that has occurred in the past at the intersection of Miami Avenue and S. Riverside Drive. The County awarded the bid and issued the Notice to Proceed effective 8/22/01 with a completion date of 4/19/02.
9. Dr. Saxe’s Property on Fifth Avenue: Dr. Saxe was advised of the Council’s review of his counteroffer on December 19, 2000. On July 10, 2001, the Town Manager inquired as to the seller’s interest in conveying the property to the Town. On July 31, 2001, Dr. Saxe indicated that his conditions of sale remain unchanged. [note: the asking price is $16.50/sq. ft.; the May, 1999 appraised price is $14.00/sq. ft.; and the July, 2000, sale of three lots in the vicinity of the subject property reportedly reflected a price of $11.48/sq. ft., a more recent sale of two lots in the vicinity reflects a price of $17.50/sq.ft.]
10. Fifth Avenue turn lane @ Riverside Drive: All three parcels have been transferred to the State. Staff is working with the property owner to relocate the existing sign in accordance with the previously approved agreement. Staff has requested reimbursement of $25,000 from FDOT for the land purchase. The project has been bid with a bid deadline of September 28, 2001.
a. Fifth Avenue turning lane extension at SR-A1A: The project is tied to the turn lane at Riverside Drive. Bids are to be received on September 28, 2001.
11. Brevard County Shore Protection Project—South Reach: The amount of work that can progress on nourishing the beach will depend on the amount of Federal funds that are made available by Congress and approved by the President. It is expected that if the requested $12 million is allocated, the beach through Indialantic can be nourished. If $8 million is allocated the project will, going from south to north, stop at approximately the location of Fifth Avenue. If $5 million is allocated the project will, going from south to north, stop at the southern connection of Wavecrest Avenue and SR-A1A. If the bids are accommodating, more work can be completed with fewer funds.
12. Sunrise Park Addition: The County has indicated that the State is agreeable to a voluntary annexation and is willing for the County to lease the property to the Town to develop and maintain with documents to follow.
13. Code Enforcement: A more aggressive approach has been implemented with a quicker personal contact initiated with code enforcement violators. Additionally, should the initial contact not resolve the problem, the situation will be monitored closer to insure a quicker response through the documentation phase toward reaching the Code Enforcement Board for action should that be necessary.
14. Causeway Vulnerability Study: The consultants engaged by the MPO expect to present their sixty percent phase of the causeway vulnerability study to the MPO in October. This phase is expected to reflect the impact that might be realized by the causeways as the result of category 1, 2, & 3 events. This will address the ability to utilize the causeway after a storm has completed. The Indialantic side of the Melbourne Causeway is of concern with regard to potential damage to the roadway and shore. It is expected that an approach to address these concerns will be identified along with an estimated price to correct the concerns.
15. SR-A1A resurfacing: A pre-construction meeting was held at the FDOT Rockledge office on September 12, 2001, concerning the SR-A1A resurfacing project south of Fifth Avenue that will include the installation of a walkway along the west side of the roadway. Parties were notified of the following: that the project will start at the south end of the project area on October 8, 2001; that FDOT is sensitive to accommodating the concerns of affected residents and businesses; that drainage and sidewalk construction will occur in the day and milling and resurfacing will occur at night; a public information contact person will be designated; and APAC of Florida, Inc. is the contractor.
