1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $205,000 is included in the FY-04 FDOT Tentative Work Program as conveyed at the October 23, 2001, public hearing and confirmed on August 13, 2002.
2. New Library: The grand opening for the Melbourne Beach Public Library is scheduled for October 5, 2002, with a parade at 9:30 a.m. and the ribbon cutting at 11:30 a.m.
3. FRDAP Grant/Riverside Park: The project includes a 400 foot lighted pier, a covered area approximately 30 feet by 30 feet at the western terminus of the pier, 2 handicapped parking spaces, 3 new benches, and a small walkway. Improvements at the park have been completed and the Town has received full reimbursement of the $86,000 State grant.
4. FRDAP Grant/Douglas Park: The application for FRDAP was submitted to FDEP on October 5, 2001. The project improvements include two handicap parking spaces, connecting walkways, a gazebo, and sea wall improvements. State Senator Futch and State Representative Needelman presented the ceremonial check for $50,000 to the Mayor and council members on July 16, 2002. The project agreement will be presented to the Council for action at the September meeting.
5. FRDAP Grant/Orlando Park: An application for $50,000 was submitted to the State on August 22, 2002, for improvements that include adding two handicap parking spaces, a gazebo, replacing the path along the west side of the park, resurfacing the basketball courts, and adding play equipment.
6. Union Agreement: The present agreement with the Coastal Florida PBA that covers police officers and communications officers expires September 30, 2002. Negotiations were held on August 2, 2002. The Town’s labor attorney reviewed the document with proposed changes and it was forwarded to PBA staff. The bargaining unit members are scheduled to hold a ratification vote prior to the September 17, 2002, Council meeting. The Council will consider ratification on September 17, 2002.
7. Nance Park: Town forces repainted the small pavilion in Nance Park.
8. ALS: Three Firefighter/EMTs have been hired in anticipation of the Town Fire/Rescue Department implementing the Advanced Life Support (ALS) service.
9. County sewer line installation: A force main has been installed from the N. Riverside Drive/Second Avenue intersection along Second Avenue to Palm Avenue and south on Palm Avenue through the Town. The County requested to install this line to eliminate the sewage overflow situation that has occurred in the past at the intersection of Miami Avenue and S. Riverside Drive. The County awarded the bid and issued the Notice to Proceed effective 8/22/01. The County has temporarily discontinued replacing the lift station portion of the contract. It will be addressed over the next six months. County forces softened the slopes on the swales that were included by the County’s contractor along S. Palm Avenue at 10th Terrace and Palm Court.
10. Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The bid to construct the improvements, including an eight-foot bicycle path through Douglas Park, was awarded on October 16, 2001, to the low bidder—i.e. Watson Paving, Inc. in the amount of $152,183.75. Construction of the left turn lane extension on Fifth Avenue at SR-A1A and of the right turn lane on Fifth Avenue at S. Riverside Drive is complete. FDOT personnel have determined that they want the sidewalk on the south side of US-192 to be lower as well as having installed an extended traffic counting loop on US-192 west of SR-A1A. The remaining funds contained in the Joint Participation Agreement (JPA) are being reviewed by FDOT to determine if they exist in sufficient quantity to allow for the installation of mast arms at US-192 and Riverside Drive.
11. Brevard County Shore Protection Project—South Reach: Sand has been applied along the area’s coastline. It was installed to south of access #8 with the taper running just south of access #1. In November it is expected that the crew will return to widen the area where the taper begins, i.e. south of access #8 and continue the improvement to Flug Avenue. Great Lakes Dredge & Dock, the contractor, expects to continue to utilize the state property south of Wavecrest Avenue as their staging area. The County has installed a diffuser for the outfall structure at Tampa Avenue.
12. Sunrise Park Addition: County staff members have expressed a willingness to lease the property to the Town for park use. Town staff has forwarded comments regarding the draft inter-local agreement that was provided by the County and awaits the County’s response. The County has been short personnel in the Parks Department resulting in certain projects being delayed. Staffing is back up and the Town has been promised a more rapid review of the agreement comments.
13. Street Resurfacing: Staff has replaced failing curb sections on those streets that have been approved by the Council for resurfacing and has replaced storm drainpipes. Resurfacing has been completed on the 200 and 300 blocks of 9th Terrace, 200 and 300 blocks of 12th Terrace, and Palm Avenue from 2nd Avenue to Watson Avenue.
14. Notice: The glass enclosed bulletin board situated in the Indialantic Shopping Center by the grocery store that had previously been utilized for official notices has been relocated to a location that has more foot traffic—i.e. between the Dollar General Store and Beach Street Eatery. The bulletin board is being used by Town staff to post official notices as a secondary site in addition to Town Hall.
