Fifth Avenue turning lane extension at SR-A1A: Project waiting on progress at S. Riverside Drive turn lane.
Outfall Drain in Wavecrest Park: FDOT developed an approach to channel the initial water from SR-A1A west under Fifth Avenue with the excess going through the existing beach structure. Estimated outside cost is projected to be $100,000 to $150,000. FDOT provided construction information to the Town, which was forwarded for inclusion by the MPO in the Transportation Improvement Program. FDOT District 5 personnel have advised the Town that funding is included in the department’s FY-03 budget request.
Wavecrest Park Water Fountain: The proposal to install a sign to replace the existing sign and damaged water fountain on Fifth Avenue east of SR-A1A was approved by the Council and is being explored with regard to the construction of the sign infrastructure and with regard to engaging the artist selected by the Parks & Recreation/Beautification Committee.
FRDAP Grant/Riverside Park: The agreement with FDEP has been executed and the commencement documents were forwarded to FDEP on July 27. Authorization to proceed with the project was issued by FDEP on August 1. The grant amount is $86,000 FRDAP share and $28,668 Town share.
a. The grant application as approved by the Council includes adding a pier, observation deck, bicycle rack, picnic tables, benches, waste containers, a gazebo, handicap parking; and providing for improved signage.
b. Bid documents are being prepared.
FRDAP Grant/Orlando Park: FDEP has notified the Town that the application for $28,517 (no match required) has been approved. Improvements include two parking spaces for handicapped individuals, a ramp for handicapped access to the pavilion, a walkway connecting the parking spaces with the pavilion and Magnolia pedway, and play equipment for handicapped individuals. The engineer has prepared a site plan as required under the commencement document phase. Town staff members are waiting to receive the grant agreement so that it can be approved by the Council.
Melbourne Causeway Trail: Staff is working with FDOT to secure more defined control over the south portion of the Melbourne Causeway to enable the Town to seek Recreational Trails Program funds to repair the existing trail and make related improvements. Efforts are underway to schedule a meeting by August 31, 2001.
Pavers/Fifth Avenue: The Parks & Recreation/ Beautification Committee has worked with staff toward having pavers installed along the north side of the 300 block of Fifth Avenue and to have spots in the 100 and 200 blocks repaired. Staff is waiting for work to be completed at the new Kempf’s Jewelers so that the pavers, once installed, won’t be disturbed.
County sewer line installation: A force main is to be installed from the N. Riverside Drive/Second Avenue intersection along Second Avenue to Palm Avenue and south on Palm Avenue. The County has requested to install this line to eliminate the sewage overflow situation that has occurred in the past at the intersection of Miami Avenue and S. Riverside Drive. The County awarded the bid and issued the Notice to Proceed effective 8/22/01 with a completion date of 4/19/02.
Dr. Saxe’s Property on Fifth Avenue: Dr. Saxe was advised of the Council’s review of his counteroffer on December 19, 2000. On July 10, 2001, the Town Manager inquired as to the seller’s interest in conveying the property to the Town. On July 31, 2001, Dr. Saxe indicated that his conditions of sale remain unchanged. [note: the asking price is $16.50/sq. ft.; the May, 1999 appraised price is $14.00/sq. ft.; and the July, 2000, sale of three lots in the vicinity of the subject property reportedly reflected a price of $11.48/sq. ft.]
Fifth Avenue turn lane @ Riverside Drive: All three parcels have been transferred to the State. Staff is working with the property owner to relocate the existing sign in accordance with the previously approved agreement. Staff has requested reimbursement of $25,000 from FDOT for the land purchase, awaits FDOT approval of the construction engineering and inspection (CEI) cost estimate, and is trying to determine if there exists a bid utilized by some other governmental unit that will avoid the need for the Town to bid this project.
Brevard County Shore Protection Project—South Reach: The amount of work that can progress on nourishing the beach will depend on the amount of Federal funds that are made available by Congress and approved by the President. It is expected that if the requested $12 million is allocated the beach through Indialantic can be nourished. If $8 million is allocated the project will, going from south to north, stop at approximately the location of Fifth Avenue. If $5 million is allocated the project will, going from south to north, stop at the southern connection of Wavecrest Avenue and SR-A1A. If the bids are accommodating, more work can be completed with fewer funds. While the County is pushing to expedite the project, having construction commence in October, it is expected that the project will be underway no later than January, 2002.
