1.                Outfall Drain at the beach at Fifth Avenue:  FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure.  Funding in the amount of $205,000 is included in the FY-04 FDOT Tentative Work Program as conveyed at the October 23, 2001, public hearing and confirmed on April 25, 2002.

 

2.                New Library:  The grand opening for the Melbourne Beach Public Library is scheduled for October 5, 2002, with a parade at 9:30 a.m. and the ribbon cutting at 11:30 a.m.

 

3.                FRDAP Grant/Riverside Park:  Project includes a 400 foot pier, a covered area approximately 30 feet by 30 feet at the western terminus of the pier, lighting, 2 handicapped parking spaces, 3 new benches, and a small walkway.  The new park and FRDAP funding signs have been installed.  The pier lighting bid was awarded on May 21, 2002, for $10,030.  Lights are being installed.

 

4.                FRDAP Grant/Douglas Park:  The application for FRDAP funds in the amount of $50,000 was submitted to FDEP on October 5, 2001.  The project improvements include two handicap parking spaces, connecting walkways, a gazebo, and sea wall improvements.  To meet FDEP’s funding ratio for support items in relation to primary items the amount was decreased to $41,043 to insure securing the needed sea wall improvements.  The project was ranked twelfth in its class and staff has been notified that funds have been approved.

 

5.                FRDAP Future Grant Applications:  Assuming that staff is able to close-out the Orlando Park and Riverside Park grant projects it is expected that two grant application requests will be presented for Council consideration prior to the September grant application deadline.  Projects expected to be addressed include additional work at Orlando Park, i.e. focused on existing bike path replacement, and Nance Park, i.e. focused on boardwalk replacement.  Due to the grant application being moved to September from October it is possible that the Town will only be able to submit one application due to grant close out requirements.

 

6.                Prescott Ward Lawsuit:  The court has found in favor of the Town concerning Dr. Ward’s lawsuit against the Town.  The cost to defend the Town was $3,276.  The Town has been notified that Dr. Ward has filed an appeal with the District Court of Appeals.

 

7.                Union Agreement:  The present agreement with the Coastal Florida PBA that covers police officers and communications officers expires September 30, 2002.  We are working with the PBA toward developing a new agreement.

 

8.                County sewer line installation: A force main has been installed from the N. Riverside Drive/Second Avenue intersection along Second Avenue to Palm Avenue and south on Palm Avenue through the Town.  The County requested to install this line to eliminate the sewage overflow situation that has occurred in the past at the intersection of Miami Avenue and S. Riverside Drive.  The County awarded the bid and issued the Notice to Proceed effective 8/22/01 with an original completion date of 4/19/02.  The County has agreed to monitor with the contractor the level of deterioration of the patching that has occurred.  The County has temporarily discontinued replacing the lift station portion of the contract.  It will be addressed over the next six months.  Resurfacing of Second Avenue and Palm Avenue was to have started; however, rainy weather has delayed the construction.

 

9.                Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The bid to construct the improvements, including an eight-foot bicycle path through Douglas Park, was awarded on October 16, 2001, to the low bidder—i.e. Watson Paving, Inc. in the amount of $152,183.75.  Construction of the left turn lane extension on Fifth Avenue at SR-A1A and of the right turn lane on Fifth Avenue at S. Riverside Drive is complete.

 

10.            Brevard County Shore Protection Project—South Reach:  Sand has been applied along the area’s coastline.  It was installed to south of access #8 with the taper running just south of access #1.  In November it is expected that the crew will return to widen the area where the taper begins, i.e. south of access #8 and continue the improvement to Flug Avenue.  Great Lakes Dredge & Dock, the contractor, expects to continue to utilize the state property south of Wavecrest Avenue as their staging area.  The County has installed a diffuser for the outfall structure at Tampa Avenue.

 

11.              Sunrise Park Addition:  County staff members have expressed a willingness to lease the property to the Town for park use.  Town staff has forwarded comments regarding the draft inter-local agreement that was provided by the County and await the County’s response.

 

12.              SR-A1A resurfacing:  The start of construction for installation of a walkway along the west side of the roadway and the resurfacing of SR-A1A south of Fifth Avenue was delayed until February 4, 2002.  Valerie Tutor (386) 738-7101 has been designated as the public information contact person and APAC of Florida, Inc. is the contractor.

 

13.              Street Resurfacing:  Staff has replaced failing curb sections on those streets that have been approved by the Council for resurfacing.  Some patching remains to be completed prior to resurfacing and the County’s contractor was instructed to restore slight swales in Palm Avenue in the areas of 10th Terrace and Palm Court.  Staff is working with the County to insure that the dip is a little less pronounced.     Additionally, storm drainpipes under these streets have been replaced.  This includes the replacement of those storm drainpipes under that portion of Palm Avenue and Second Avenue that will be resurfaced by the County after the installation of the sewer force main.  The Town had a swale installed at the S. Palm Avenue/9th Terrace intersection to lessen the ponding of water on 9th Terrace east of S. Palm Avenue.

 

14.              Notice:  The glass enclosed bulletin board situated in the Indialantic Shopping Center by the grocery store that had previously been utilized for official notices has been relocated to a location that has more foot traffic—i.e. between the Dollar General Store and Beach Street Eatery.  The bulletin board is being used by Town staff to post official notices as a secondary site in addition to Town Hall.

 

15.              Building Official:  Cathy Spafford is expected to begin employment on July 29, 2002, as the Town’s Building Official.  The Council approved the Town Manager’s appointment of her to this position on May 21, 2002.  Ms. Spafford was selected from among thirty-one applications that were received.  Interviewing assistance was provided by the Town Clerk, Satellite Beach Building Official Bruce Cooper, and Zoning & Planning Board Chairman Tom Kleving.
