1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $205,000 is included in the FY-04 FDOT Tentative Work Program as conveyed at the October 23, 2001, public hearing and confirmed on April 25, 2002.
2. Decorative Town Sign: The Council approved contracts to install a sign to replace the existing sign and damaged water fountain on Fifth Avenue east of SR-A1A on February 18, 2002. Don Bo, Inc. completed construction of the sign’s structure and Unique Stone Imports, Inc. prepared the face of the sign. The Parks, Recreation & Beautification Committee provided funds raised through the sale of luminarias to cover nearly all of the cost.
3. FRDAP Grant/Riverside Park: Project includes a 400 foot pier, a covered area approximately 30 feet by 30 feet at the western terminus of the pier, lighting, 2 handicapped parking spaces, 3 new benches, and a small walkway. The new park sign has been installed and the FRDAP funding sign should arrive soon. Bids to light the pier were opened on May 10, 2002, with the low bid totalling $10,030.
4. FRDAP Grant/Orlando Park: The FDEP grant for $28,517 includes two parking spaces for handicapped individuals, a ramp for handicapped access to the pavilion, a walkway connecting the parking spaces with the pavilion and Magnolia pedway, straightening the northern end of the pedway, and play equipment for handicapped individuals. The project has been completed and staff is working toward State reimbursement of Town funds.
5. FRDAP Grant/Douglas Park: The application for FRDAP funds in the amount of $50,000 was submitted to FDEP on October 5, 2001. The project improvements include two handicap parking spaces, connecting walkways, a gazebo, and sea wall improvements. To meet FDEP’s funding ratio for support items in relation to primary items the amount was decreased to $41,043 to insure securing the needed sea wall improvements. The project has been ranked twelfth in its class and awaits State legislative consideration.
6. FRDAP Future Grant Applications: Assuming that staff is able to close-out the Orlando Park and Riverside Park grant projects it is expected that two grant application requests will be presented for Council consideration prior to the October grant application deadline. Projects expected to be addressed include additional work at Orlando Park, i.e. focused on existing bike path replacement, and Nance Park, i.e. focused on boardwalk replacement.
7. Shannon Avenue sidewalk: Construction of the sidewalk on the west side of Shannon Avenue from north of Tradewinds Terrace to Fifth Avenue as well as related driveway aprons has been completed. The project is 100% funded with transportation impact fee monies.
8. County sewer line installation: A force main has been installed from the N. Riverside Drive/Second Avenue intersection along Second Avenue to Palm Avenue and south on Palm Avenue through the Town. The County requested to install this line to eliminate the sewage overflow situation that has occurred in the past at the intersection of Miami Avenue and S. Riverside Drive. The County awarded the bid and issued the Notice to Proceed effective 8/22/01 with an original completion date of 4/19/02. The County has agreed to monitor with the contractor the level of deterioration of the patching that has occurred. Town staff and the town’s engineer met on April 29, 2002, with the County to address paving and restoring certain water flows across Palm Avenue.
9. Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The bid to construct the improvements, including an eight-foot bicycle path through Douglas Park, was awarded on October 16, 2001, to the low bidder—i.e. Watson Paving, Inc. in the amount of $152,183.75. Construction of the left turn lane extension on Fifth Avenue at SR-A1A and of the right turn lane on Fifth Avenue at S. Riverside Drive is complete except for final striping. The contractor is waiting for the asphalt to cure prior to applying the thermoplastic striping. The bike path through Douglas Park has been installed.
10. S. Riverside Drive sidewalk: The contractor has replaced the deteriorated sidewalk along the east side of S. Riverside Drive from Fifth Avenue to Seventh Avenue. The Council and the Board of County Commissioners have approved extending the project to replace the walkway between Seventh Avenue and Eighth Avenue. The contractor should begin replacing this section of walkway shortly. Funds for this project are 100% covered by transportation impact fee monies.
11. Brevard County Shore Protection Project—South Reach: Sand has been applied along the area’s coastline. It was installed to south of access #8 with the taper running just south of access #1. In November it is expected that the crew will return to widen the area where the taper begins, i.e. south of access #8 and continue the improvement to Flug Avenue. Great Lakes Dredge & Dock, the contractor, expects to continue to utilize the state property south of Wavecrest Avenue as their staging area. The County has installed a diffuser for the outfall structure at Tampa Avenue.
12. Causeway Vulnerability Study: The consultants engaged by the MPO presented their sixty percent phase report of the causeway vulnerability study to the MPO. The study includes consideration for the impact that might be realized as the result of category 1, 2, & 3 events as well as the ability to utilize the causeway after a storm. The Indialantic side of the Melbourne Causeway is of concern with regard to potential damage to the roadway and shore. Improvements to address a category 3 event is expected to cost $25 to $30 million and would involve the removal of the land area immediately east of the Ernest Kouwen-Hoven Bridge and raising the remaining land area approximately two and one-half feet. It is possible that funds may be available from the Corps and/or SJRWMD from the Indian River Lagoon North Feasibility Study to improve circulation in the lagoon.
13. Sunrise Park Addition: County staff members have expressed a willingness to lease the property to the Town for park use. Town staff has forwarded comments regarding the draft inter-local agreement that was provided by the County and await the County’s response.
14. SR-A1A resurfacing: The start of construction for installation of a walkway along the west side of the roadway and the resurfacing of SR-A1A south of Fifth Avenue was delayed until February 4, 2002. According to FDOT, drainage and sidewalk construction will occur in the day and milling and resurfacing will occur at night; Valerie Tutor (386) 738-7101 has been designated as the public information contact person; and APAC of Florida, Inc. is the contractor. Milling has been completed and the initial lift of asphalt has been installed.
15. Street Resurfacing: Staff has replaced failing curb sections on those streets that have been approved by the Council for resurfacing. Some patching remains to be completed prior to resurfacing and the County’s contractor has been instructed to restore slight swales in Palm Avenue in the areas of 10th Terrace and Palm Court. Additionally, storm drainpipes under these streets have been replaced. This includes the replacement of those storm drainpipes under that portion of Palm Avenue and Second Avenue that will be resurfaced by the County after the installation of the sewer force main. Staff is looking at 9th Terrace and Palm Avenue to lessen the ponding of water east of Palm on 9th.
16. Notice: The glass enclosed bulletin board situated in the Indialantic Shopping Center by the grocery store that had previously been utilized for official notices has been relocated to a location that has more foot traffic—i.e. between the Dollar General Store and Beach Street Eatery. The bulletin board is being used by Town staff to post official notices as a secondary site in addition to Town Hall.
17. Building Official: Thirty-one applications have been received with two being from out of state. Interviews have been scheduled with the top three applicants.
18. Skateboard ramps: The County brought the traveling skate park to the Indialantic Shopping Center Friday afternoon (i.e. April 26, 2002) as well as Saturday and Sunday. Attendance consisted of 31 skaters on Friday afternoon, 56 skaters on Saturday, and 95 skaters on Sunday.
19. Atlantic Surf (aka Surf Style): The Town entered into a Beneficial Occupancy Agreement with Atlantic Surf to enable the store to open and to insure that the required exterior finish would be addressed on the east wall. The work has been completed and the deposit placed with the Town by Atlantic Surf has been returned to the company.
20. Vehicle Replacement: The 2002 Ford Explorer has been delivered to the Town and should be placed in service by the twenty-first. This vehicle has initially been assigned to the detective; however, it will eventually be placed in patrol. Council declared as surplus three vehicles on January 15, 2002, and approved securing a replacement vehicle for the police department. The old vehicle #1, previously used by community policing, has been used for driver training and is ready to be sold. The old vehicle #5, previously used by the detective, will be assigned to the building office. The current building office car will be sold.
