1. Fifth Avenue turning lane extension at SR-A1A: Project waiting on progress at S. Riverside Drive turn lane.
2. Outfall Drain in Wavecrest Park: FDOT developed an approach to channel the initial water from SR-A1A west under Fifth Avenue with the excess going through the existing beach structure. The proposal was analyzed by FDOT for funding prioritization; however, due to limited funds projects that suffered damage from last year’s storms received a higher ranking than did Indialantic. Estimated outside cost is projected to be $100,000 to $150,000. FDOT provided construction information to the Town which staff is sharing with the MPO to secure funding assistance.
3. Wavecrest Park Water Fountain: The members of the Parks & Recreation/Beautification Committee have indicated that they do not support the operation of the water fountain. The insurance company has provided $1,485 to the Town to cover damages to the fountain. The Parks & Rec. Committee is working on a plan for a replacement item at the location of the broken water fountain. Preliminary work is progressing to assist this matter in coming before the Parks & Recreation Committee on May 8, 2001, and to the Council on May 15, 2001.
4. FRDAP Grant/Wavecrest/Nance Park: The grant amount is $112,500 FRDAP share and $37,500 Town share.
a. The grant application as approved by the Council includes adding playground equipment (which has been ordered and the site is being prepared for installation); performing rehabilitation work on the existing boardwalk (which is about sixty percent complete); reconstructing crossover 15 (which has been completed); and painting the interior and exterior of the restrooms as well as fixing certain plumbing fixtures (which have been completed).
5. FRDAP Grant/Riverside Park: The executed agreement has been received from the FDEP and we are preparing the commencement documents for State review. The grant amount is $86,000 FRDAP share and $28,668 Town share.
a. The grant application as approved by the Council includes adding a pier, observation deck, bicycle rack, picnic tables, benches, waste containers, a gazebo, handicap parking; and providing for improved signage.
b. Permitting is in progress for the pier and observation deck, which is required to complete the commencement document phase submittal.
6. Pavers/Fifth Avenue:The Parks & Recreation/ Beautification Committee has worked with staff toward having pavers installed along the north side of the 300 block of Fifth Avenue and to have spots in the 100 and 200 blocks repaired. The pavers have arrived and will be installed in coordination with certain private sector work that is projected to occur.
7. FRDAP Grant/Orlando Park: FDEP has rated the Town’s application and assigned a ranking of “60”. It is unknown as to whether funds will be available for this project until the State legislature adjourns.
8. County sewer line installation: Town staff met on April 2, 2001, with County and Melbourne Beach personnel regarding the installation of a force main from the N. Riverside Drive/Second Avenue intersection along Second Avenue to Palm Avenue and south on Palm Avenue. The County has requested to install this line to eliminate the sewage overflow situation that has occurred in the past at the intersection of Miami Avenue and S. Riverside Drive. County staff members are finalizing the bid process and will be notifying all residents along the route of how the process will proceed.
9. Urban & Community Forestry Grant: Grant funds have been used to plant 180 trees in the Causeway median, along the north side of the Melbourne Causeway, along a portion of Riverside Place to connect to Riverside Park, along SR-A1A past Nance Park, as well as in Nance Park. Final inspection is scheduled for May 10 with Forestry.
10. Dr. Saxe’s Property on Fifth Avenue: Dr. Saxe was advised of the Council’s review of his counteroffer on December 19, 2000.
11. Fifth Avenue turn lane @ Riverside Drive: Both Mr. Haley and the Town have signed the agreement. The legal description has been forwarded to FDOT right-of-way personnel to enable them to be prepared to transfer title concerning the Haley parcel once conditions have been met. The two Town parcels have been transferred to the State. The Town Attorney is pursuing those aspects of the agreement that need to be addressed prior to construction beginning.
12. SR-A1A Resurfacing with sidewalk on west side: FDOT has indicated that the resurfacing is expected to begin in June, 2001.
13. Beach Restoration: The Town has received beach restoration documents from the County to assist in the renourishment of the beach area. These documents are being reviewed toward supporting the County’s efforts.
14. Sunrise Park Extension: The County has been requested to work with the State to engage in a voluntary annexation process. The County has forwarded the Town’s intent to the State.
15. Melbourne Causeway Path: Staff forwarded on March 15, 2001, an application to the State for funds under the Recreational Trails Grant program to improve the existing path that lies along the south side of the Melbourne Causeway.
