1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $212,000 is included in the FY-04 FDOT Tentative Work Program as conveyed at FDOT’s presentation on November 12, 2002. Confirmation of the project being included in the FDOT Five-Year work program will occur after the State legislature adjourns.
2. FRDAP Grant/Douglas Park: The application for FRDAP monies was submitted to FDEP on October 5, 2001. The project improvements, costing $50,000, include two parking spaces to improve accessibility for those with physical disabilities, connecting walkways, a gazebo, and seawall improvements. Commencement documents were approved by the State on November 21, 2002. The seawall repair bids were opened December 20, 2002. The bid was awarded and contract approved January 21, 2003, to The Watauga Company. The contractor started on the seawall repair February 17, 2003.
3. FRDAP Grant/Orlando Park: An application for $50,000 was submitted to the State on August 22, 2002, for improvements that include adding two parking spaces to improve accessibility for those with physical disabilities, a gazebo, replacing the path along the west side of the park, resurfacing the basketball courts, and adding play equipment. The application will need to be rated by FDEP, which will be followed by consideration for funding from the State legislature.
4. Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: Watson Paving, Inc. and Brewer Paving & Development, Inc. extended the left turn lane on Fifth Avenue at SR-A1A, constructed the right turn lane at Fifth Avenue and S. Riverside Drive, installed a sidewalk with retaining wall and limited railing along the S. Riverside Drive turn lane, and installed a bicycle path through Douglas Park. FDOT increased the amount of the JPA to handle the cost of installing mast arms at the US-192/Riverside Drive intersection. They are processing plans to install the mast arms.
5. Play Apparatus: A request for an official determination was forwarded to the Florida Department of Community Affairs for advice as to how to deal with play apparatus as it might be impacted by the Florida Building Code. The Florida Building Commission, on February 25, 2003, determined that it is not the intent of the Florida Building Code to regulate playground equipment (DCA03-DEC-032).
6. Brevard County Shore Protection Project—South Reach: Sand has been applied along the area’s coastline. It was installed to south of access #8 with the taper running just south of access #1. Great Lakes Dredge & Dock Co. is expected to complete the project from access #8 north to Flug Avenue in April, 2003, and to continue to utilize the state property south of Wavecrest Avenue as the staging area. Sand will be taken from the Cape Canaveral borrow site. A diffuser, similar to the one installed for the outfall structure at Tampa Avenue, will be installed at the east end of Watson Drive. County forces planted sea oats, railroad vine, and sesuvium portulacastrum along the beach at the foot of the crossovers from access #8 to south of crossover #15.
7. Sunrise Park Addition (east of SR-A1A and north of Watson Drive): The property is owned by the State, leased to the County, and leased by the County to the Town as per the December 3, 2002, Board of County Commissioners approval and the December 17, 2002, Council approval. The Council annexed the subject property into the Town in December, 2001, with development of the site expected to occur in FY-05. This will afford staff an opportunity to prepare development plans and address any permitting requirements that might exist. Town forces maintain the property. The Town Engineer is exploring the installation of a deck, parking, walking path and exercise stations for a future grant application.
8. Stop signs on S. Palm at 12th Terrace: Stop signs have been installed on S. Palm Avenue at the intersection with 12th Terrace due to the poor visibility for eastbound 12th Terrace motorists who desire to turn north onto S. Palm Avenue. A stop-ahead sign was also installed for southbound motorists on S. Palm Avenue immediately north of the curve.
9. Dual northbound turn lanes on SR-A1A @ US-192: FDOT has determined that dual turn movements for northbound SR-A1A motorists at US-192 is not feasible in that it produces a lower level of service and longer delays. However, FDOT has determined that a second northbound left turn lane can be installed within the FDOT right-of-way and would improve the operation and efficiency of the intersection
10. Xeriscape: Language is being reviewed by staff to assess how xeriscape can be implemented through the Town Code. The SJRWMD native plant consultant is expected to provide a list of plants to the Town for consideration.
11. Painting: Public Works personnel are freshening crosswalks, stop bars, and parking space lines within the Town.
12. Sidewalk: An application to utilize $18,313 in transportation impact fee funds has been requested of the County to connect existing pieces of sidewalk in the 400 block of Second Avenue, in the 300 block of Third Avenue, and along the west side of Ramona Avenue to link Riverside Drive and Palm Avenue. Council is being requested to approve this funding arrangement with the County.
13. Nance Park: Staff is working to provide oversize vehicle parking in Nance Park. Such vehicles are not easily accommodated in the park at the present time.
14. Crossovers: Crossover #11 is being reconstructed on the beach side due to a deterioration of the stringers.
15. Fourth Avenue: Widening the 300 and 400 blocks of Fourth Avenue is out to bid with bids to be opened on March 28, 2003. The project involves adding two feet to each side of the existing pavement and overlaying the entire width of the street for these two blocks.
16. Swales: Swales are being installed west of 114 Sixth Avenue, at the southeast corner of S. Palm Avenue and 6th Avenue, and west of 121 Sixth Avenue to address water that ponds in the street pavement.
17. Drainage: The drainage pipe along the west side of S. Palm Avenue between 12th Terrace and Melbourne Avenue has been replaced. It has historically become blocked with tree roots causing it not to function, which has resulted in the S. Palm Avenue/12th Terrace intersection becoming flooded.
18. Notice: The glass enclosed bulletin board situated in the Indialantic Shopping Center by the grocery store that had previously been utilized for official notices has been relocated to a location that has more foot traffic—i.e. between the Dollar General Store and Beach Street Eatery. The bulletin board is being used by Town staff to post official notices as a secondary site in addition to Town Hall.
