1.     SR-A1A/Fourth Avenue intersection:  FDOT initiated work on December 6 to place a raised concrete median on SR-A1A at 4th Avenue to insure that the present restriction prohibiting northbound SR-A1A motorists from turning west onto 4th Avenue is enforced and to continue to discourage 4th Avenue motorists from turning north on SR-A1A.  The work was initiated for a 60 day contract period and has been completed.

2.     Fifth Avenue turning lane extension at SR-A1A:  Project waiting on progress at S. Riverside Drive turn lane.

3.                           Outfall Drain in Wavecrest Park:  FDOT developed an approach to channel the initial water from SR-A1A west under Fifth Avenue with the excess going through the existing beach structure.  The proposal was analyzed by FDOT for funding prioritization; however, due to limited funds projects that suffered damage from last year’s storms received a higher ranking than did Indialantic.  Estimated outside cost is projected to be $100,000 to $150,000.  FDOT provided construction information to the Town which staff is sharing with the MPO to secure funding assistance.

4.                Fifth Avenue Median:  Having received input from FDOT and the Town’s Engineer concerning sight distance impacting the median from side streets, staff has trimmed and thinned the cord grass.  Cord grass plants have been relocated to the Melbourne Causeway median and to address erosion problems on the south side of the causeway.  Improvements to the tapered areas at each intersection should begin soon.

5.                 Wavecrest Park Water Fountain: The members of the Parks & Recreation/Beautification Committee have indicated that while they do not support the operation of the water fountain, they do see some merit in utilizing part, or all, of the fountain absent water.  The insurance company has provided $1,485 to the Town to cover damages to the fountain.  The Parks & Rec. Committee is working on a plan for a replacement item at the location of the broken water fountain.

6.                FRDAP Grant/Wavecrest/Nance Park:      The executed agreement has been received from FDEP and the commencement documents—e.g. lease, boundary survey, site plan, and permits—have been forwarded to the State for review.  The grant amount is $112,500 FRDAP share and $37,500 Town share.

 a.                 The grant application as approved by the Council includes adding playground equipment, shade landscaping, a split rail fence, and a bicycle rack; and performing rehabilitation work on the existing boardwalk, crossovers, and restrooms.

7.      FRDAP Grant/Riverside Park:       The executed agreement has been received from the FDEP and we are preparing the commencement documents for State review.  The grant amount is $86,000 FRDAP share and $28,668 Town share.

 a.       The grant application as approved by the Council includes adding a pier, observation deck, bicycle rack, picnic tables, benches, waste containers, a gazebo, handicap parking; and providing for improved signage.

8.                 Pavers/Fifth Avenue:         The Parks & Recreation/ Beautification Committee has worked with staff toward having pavers installed along the north side of the 300 block of Fifth Avenue and to have spots in the 100 and 200 blocks repaired.  Funds were included in last year’s budget for this improvement. Staff has ordered the pavers that were projected to arrive at the end of January, 2001.  Staff members are trying to secure an accurate date for delivery.

9.      Urban & Community Forestry Grant:      Grant funds will be used to plant trees in the Causeway median, along the north side of the Melbourne Causeway, along a portion of Riverside Place to connect to Riverside Park, along SR-A1A past Nance Park, as well as in Nance Park. Council awarded the bid on January 16, 2001, for cabbage palm trees only.  The contract has been signed and the project should be completed within forty days.

10.   Dr. Saxe’s Property on Fifth Avenue:  Dr. Saxe was advised of the Council’s review of his counteroffer on December 19, 2000.

11.   Fifth Avenue turn lane @ Riverside Drive:  Both Mr. Haley and the Town have signed the agreement.  The legal description has been forwarded to FDOT right-of-way personnel to enable them to be prepared to transfer title concerning the Haley parcel once conditions have been met.  The two Town parcels have been transferred to the State. The Town Attorney is pursuing those aspects of the agreement that need to be addressed prior to construction beginning.

12.   SR-A1A Resurfacing with sidewalk on west side:  FDOT has indicated that the resurfacing is expected to begin in June, 2001.

13.   FEMA damage:  Work has been completed.  The Town has been reimbursed for expenses related to damage from both Irene and Floyd.

14.   Sunrise Park Extension:  The County has been requested to work with the State to engage a voluntary annexation of the process further Council involvement will be scheduled as this process proceeds.

15.   CIP:  A draft Capital Improvement Program (CIP) budget for the current year and upcoming five-year period (i.e. FY-02 through FY-06) has been prepared with input from staff; a review of the parks component by the Parks, Recreation & Beautification Committee; and approval from the Budget and Finance Committee with adjustments.  The document is being forwarded to the Council for consideration.

16.   Personnel/Civil Service Manual:   Staff solicited comments from Town employees and Robin Fawsett prior to forwarding the current Personnel/Civil Service Manual to the PBA and Civil Service Board.  The Council has the 2nd public hearing scheduled for February 20, 2001.

17.               Surf Style (at the southeast corner of Fifth Avenue and Miramar Avenue):  has recently received FDOT approval and although it has received site plan approval from Zoning & Planning, it still needs to have the Town’s engineer approve the drainage system and to have the Council consider a maintenance agreement for the system prior to construction of the new 3,700 square foot building.

18.   Danish Interiors:  The building is being expanded by 4,000 square feet to a grassy area on the south side with parking and drainage modifications being made to the north side.
