Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $212,000 is included in the FY-04 FDOT Tentative Work Program as conveyed at FDOT’s presentation on November 12, 2002. Confirmation of the project being included in the FDOT Five-Year work program will occur after the State legislature adjourns
FRDAP Grant/Douglas Park: The application for FRDAP monies was submitted to FDEP on October 5, 2001. The project improvements, costing $50,000, include two parking spaces to improve accessibility for those with physical disabilities, connecting walkways, a gazebo, and seawall improvements. Commencement documents were approved by the State on November 21, 2002. The seawall repair bids were opened December 20, 2002. The bid was awarded and contract approved January 21, 2003, to The Watauga Company. The contractor is expected to start on the seawall repair February 17, 2003
FRDAP Grant/Orlando Park: An application for $50,000 was submitted to the State on August 22, 2002, for improvements that include adding two parking spaces to improve accessibility for those with physical disabilities, a gazebo, replacing the path along the west side of the park, resurfacing the basketball courts, and adding play equipment. The application will need to be rated by FDEP, which will be followed by consideration for funding from the State legislature.
Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The bid to construct the improvements, including an eight-foot bicycle path through Douglas Park, was awarded on October 16, 2001, to the low bidder—i.e. Watson Paving, Inc. in the amount of $152,183.75. Construction of the left turn lane extension on Fifth Avenue at SR-A1A and of the right turn lane on Fifth Avenue at S. Riverside Drive is complete. FDOT personnel determined that they wanted the sidewalk on the south side of US-192 west of S. Riverside Drive to be lowered, at their cost. Brewer Paving & Development, Inc. lowered the sidewalk and installed the retaining wall and railing. Additional funds have been added to the JPA to install mast arms at the US-192/Riverside Drive intersection. Plans have been reviewed for the installation of the mast arms.
Play Apparatus: A request for an official determination has been forwarded to the Florida Department of Community Affairs for advice as to how to deal with play apparatus as it might be impacted by the Florida Building Code.
Lily Park: Consistent with Council approval of September 17, 2002, FIT personnel conveyed to the Town title for property that is adjacent to, and south of, the park on November 13, 2002. Two days later the Town redeemed the tax certificates. The irrigation system for the additional parcel has been reconfigured to connect to the park’s system rather than to the system of the homeowner to the south.
Brevard County Shore Protection Project—South Reach: Sand has been applied along the area’s coastline. It was installed to south of access #8 with the taper running just south of access #1. When funds are available the crew will return to widen the area where the taper begins, i.e. south of access #8, and continue the improvement to Flug Avenue. It is expected that the required $1.5 million will be made available in late January. Great Lakes Dredge & Dock Co. is expected to complete the project in late March and early April and to continue to utilize the state property south of Wavecrest Avenue as the staging area. The County has installed a diffuser for the outfall structure at Tampa Avenue. County forces are looking into the possibility of planting sea oats along the fore dune of Indialantic Beach
Sunrise Park Addition (east of SR-A1A and north of Watson Drive): The property is owned by the State, leased to the County, and leased by the County to the Town as per the December 3, 2002, Board of County Commissioners approval and the December 17, 2002, Council approval. The Council annexed the subject property into the Town in December, 2001, with development of the site expected to occur in FY-05. This will afford staff an opportunity to prepare development plans and address any permitting requirements that might exist. Town forces maintain the property. The Town Engineer is exploring the installation of a walking path and exercise stations for a future grant application.
Speed limit on N. Palm Avenue: Six speed limit signs have been posted reflecting a twenty mile per hour speed limit.
Eighth Avenue (east of SR-A1A): The five sets of arrows were removed on December 27, 2002. New arrows were installed three days later with the “only” lettering being installed on January 9, 2003. Directional signs were installed on January 21, 2003, along the north side of Eighth Avenue. This will restrict westbound traffic to making only north or south turn movements from Eighth Avenue at SR-A1A.
S. Shannon Avenue traffic: Stop signs were installed on S. Shannon Avenue at Eighth Avenue and Melbourne Avenue to impact driver behavior as approved by Council on January 21, 2003.
Xeriscape: Language is being reviewed by staff to assess how xeriscape can be implemented through the Town Code. The SJRWMD native plant consultant is expected to provide a list of plants to the Town for consideration.
Painting: Public Works personnel are freshening crosswalks, stop bars, and parking space lines within the Town
Sidewalk: An application to utilize $18,313 in transportation impact fee funds has been requested of the County to connect existing pieces of sidewalk in the 400 block of Second Avenue, in the 300 block of Third Avenue, and along the west side of Ramona Avenue to link Riverside Drive and Palm Avenue.
Nance Park: Staff is working to provide oversize vehicle parking in Nance Park. Such vehicles are not easily accommodated in the park at the present time
Notice: The glass enclosed bulletin board situated in the Indialantic Shopping Center by the grocery store that had previously been utilized for official notices has been relocated to a location that has more foot traffic—i.e. between the Dollar General Store and Beach Street Eatery. The bulletin board is being used by Town staff to post official notices as a secondary site in addition to Town Hall.
