1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $212,000 is included in the FY-04 FDOT Work Program as conveyed at FDOT’s presentation on November 12, 2002. The project will be advertised in March, 2004.
2. FRDAP Grant/Nance Park: The application for FRDAP monies was submitted to FDEP on September 8, 2003. The project improvements, costing $50,000, include 500 feet of boardwalk deck replacement, refurbishment of the sand volleyball seating, 320 feet of sidewalk to connect the parking spaces with the pavilions and play area, a drinking fountain, and play items for youngsters 2-5 years of age.
3. FRDAP Grant/Sunrise Park: The application for FRDAP monies was submitted to FDEP on September 8, 2003. The project improvements, costing $50,000, include 700 feet of sidewalk through the park, a covered observation deck, exercise stations along the sidewalk/path, and site irrigation. County recreation staff has approved the Town’s plans, will need to approve construction documents prior to construction.
4. Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The left turn lane on Fifth Avenue at SR-A1A was extended, the right turn lane at Fifth Avenue and S. Riverside Drive was constructed, and a sidewalk with retaining wall and limited railing along the S. Riverside Drive turn lane and a bicycle path through Douglas Park were installed. The Town has entered into a contract with Traffic Control Devices to install green fluted style post mast arms at a cost of $134,025. The contractor is expected to be on-site May 18, 2004, with the mast arms being delivered on June 18, 2004.
5. Dual northbound turn lanes on SR-A1A @ US-192: FDOT has determined that a second northbound left turn lane can be installed within the FDOT right-of-way, which will improve the operation and efficiency of the intersection. The MPO Traffic Operations Committee recommended this project as the third prioritized project. FDOT has included $416,000 for the project in the Tentative 5-Year Transportation Plan for FY-07.
6. Melbourne Causeway: FDOT has included in the Tentative Five-Year Transportation Plan to replace the easternmost relief bridge on US-192. The plan includes monies in FY-05 for design and monies in FY-09 for construction. The Brevard County Causeway Vulnerability Study and the Indian River Lagoon North Restoration Feasibility Study will impact this project.
7. Crossovers: Crossover #3 has been reconstructed—i.e. replacing the deck and structural members—by Public Works staff. Crossover #3 provides a direct connection between the restrooms in Nance Park and the beach.
8. Sixth Avenue Drainage: A drainage retention area was constructed on the south side of the 100 block of 6th Avenue to accept water from the inlet and pipe network installed to lessen flooding in the middle of the block.
9. The Town’s NPDES (National Pollutant Discharge Elimination System) application as prepared by BSE Consultants, Inc. was approved on June 23, 2003. Ordinance language is being considered by the Council.
10. Nance Park parking: Parking spaces for handicapped individuals are being evaluated concerning size and the number required.
11. Solid Waste: The current franchise agreement with the Town’s solid waste hauler expires September, 2004. The franchise holder has indicated an interest in having the agreement extended, which is allowed in the current agreement. Language changes have been reviewed by Town staff and the franchise holder with final draft language due shortly.
12. Causeway Emergency Vehicle Access: Preliminary design plans were reviewed and edited by staff for an access point on the south side of the Melbourne Causeway at which the Town’s fire/rescue boat can be launched.
13. Nance Park Sign: Consideration is being given to replacing the existing Nance Park sign that was constructed in the County park format. Stone samples were reviewed by the Parks, Recreation & Beautification Committee at their January meeting resulting in the selection of sea mist green stone (a sample of the stone is in the Town Manager’s office). Mr. Nance, who has indicated a willingness to pay for the replacement sign, will be reviewing project costs over the next few weeks.
14. The owner of the shell parking lot situated at the southeast corner of Shannon Avenue and Fifth Avenue has met with Town staff regarding paving the parking lot. He was advised that certain approvals are required by the Town including Zoning & Planning Board site plan approval.
15. Sunrise Park: A wooden walkway connecting the paved parking area with the Watson Drive crossover has been constructed to lessen site erosion. FDOT drainage staff will meet with Town staff to review lessening the SR-A1A stormwater impact on the beach at the east end of Watson Drive.
16. Beach Dune Stabilization: Nautilus Environmental Services, Inc. will install 4,672 sea oat plants at the top of the dunette by Sunrise and Nance parks on February 12, 2004. The project is funded through the enterprise fund budgets.
17. Orlando Park: The fire engine, a wooden piece of play apparatus, was removed from Orlando Park on February 27, 2003, due to significant deterioration. A plastic replacement was delivered to the Town on January 12, 2004, assembled by Fire/Rescue personnel, and installed by Public Works staff.
18. Water Main Rehabilitation Project: Melbourne water will install new water service lines for customers in the 500 block of Watson Drive and on Genesee Avenue. The utility is securing their permits at this time.
19. Sixth Avenue Parking Lot: Costs are being secured to construct the nine space parking lot and buffer wall on Lots 11 and 12, Block 28.
20. Striping: Public Works personnel are refreshing striping on Town streets and parking spaces.
