1. Outfall Drain at the beach at Fifth Avenue: FDOT developed an approach to channel the initial water from SR-A1A west under SR-A1A with the excess water going through the existing beach structure. Funding in the amount of $212,000 is included in the FY-04 FDOT Work Program as conveyed at FDOT’s presentation on November 12, 2002. The project will be advertised in March, 2004.
2. FRDAP Grant/Nance Park: The application for FRDAP monies was submitted to FDEP on September 8, 2003. The project improvements, costing $50,000, include 500 feet of boardwalk deck replacement, refurbishment of the sand volleyball seating, 320 feet of sidewalk to connect the parking spaces with the pavilions and play area, a drinking fountain, and play items for youngsters 2-5 years of age.
3. FRDAP Grant/Sunrise Park: The application for FRDAP monies was submitted to FDEP on September 8, 2003. The project improvements, costing $50,000, include 700 feet of sidewalk through the park, a covered observation deck, exercise stations along the sidewalk/path, and site irrigation. County recreation staff has approved the Town’s plans, will need to approve construction documents prior to construction.
4. Fifth Avenue Right Turn Lane at Riverside Drive and Left Turn Lane at SR-A1A: The left turn lane on Fifth Avenue at SR-A1A was extended, the right turn lane at Fifth Avenue and S. Riverside Drive was constructed, and a sidewalk with retaining wall and limited railing along the S. Riverside Drive turn lane and a bicycle path through Douglas Park were installed. FDOT increased the amount of the JPA to handle the cost of installing mast arms at the US-192/Riverside Drive. The Town has entered into a contract with Traffic Control Devices to install green fluted style post mast arms at a cost of $134,025.
5. Dual northbound turn lanes on SR-A1A @ US-192: FDOT has determined that a second northbound left turn lane can be installed within the FDOT right-of-way, which will improve the operation and efficiency of the intersection. The project was recommended as the third prioritized project by the MPO Traffic Operations Committee. FDOT has included $416,000 for the project in the Tentative 5-Year Transportation Plan for FY-07.
6. Melbourne Causeway: FDOT has included in the Tentative Five-Year Transportation to replace the easternmost relief bridge on US-192. The plan includes monies in FY-05 for design and monies in FY-09 for construction. This project will be impacted by the Brevard County Causeway Vulnerability Study and the Indian River Lagoon North Restoration Feasibility Study.
7. Crossovers: Crossover #3 is scheduled to be reconstructed—i.e. replacing the deck and structural members--by February, 2004. Crossover #3 provides a direct connection between the restrooms in Nance Park and the beach.
8. Sixth Avenue Drainage: Work is in progress to install a drainage system starting at the west end of 121 Sixth Avenue and running east to dispose of water at a drainage swale at the Town’s lot (i.e. Lot 11, Block 28). Council awarded the bid and approved a contract to Atlantic Development on 10/21/03. Two structures were constructed off-site with pipe being delivered to the site on January 12, 2004.
9. The Town’s NPDES (National Pollutant Discharge Elimination System) application as prepared by BSE Consultants, Inc. was approved on June 23, 2003. Ordinance language is being considered by the Council on January 20, 2004.
10. Nance Park boardwalk: Approximately 174 feet of boardwalk deck between the emergency vehicle access ramp and park restrooms has been replaced.
11. Solid Waste: The current franchise agreement with the Town’s solid waste hauler expires September, 2004. The franchise holder has indicated an interest in having the agreement extended, which is allowed in the current agreement. Draft language changes have been reviewed by Town staff and the franchise holder with final draft language due shortly.
12. Causeway Emergency Vehicle Access: Preliminary design plans were reviewed and edited by staff for an access point on the south side of the Melbourne Causeway at which the Town’s fire/rescue boat can be launched.
13. Nance Park Sign: Consideration is being given to replacing the existing Nance Park sign that was constructed in the County park format. Stone samples were reviewed by the Parks, Recreation & Beautification Committee at their January meeting resulting in the selection of sea mist green stone (a sample of the stone is in the Town Manager’s office). Mr. Nance, who has indicated a willingness to pay for the replacement sign, will be reviewing project costs over the next few weeks.
14. The owner of the shell parking lot situated at the southeast corner of Shannon Avenue and Fifth Avenue has indicated that he intends to pave the parking lot. He was advised that certain approvals are required by the Town including site plan consideration by the Zoning & Planning Board.
15. Beach Dune Stabilization: Staff is working with Florida Department of Environmental Protection (FDEP) personnel to secure a field permit so that sea oats may be planted at the top of the dunette, i.e. the raised area east of the dune, by Sunrise Park and Nance Park. It is expected that Nautilus Environmental Services, Inc. will install the plants at an estimated cost of $5,600, which is included in the enterprise fund budgets for this purpose.
16. Fifth Avenue median: Cord grass plants have been transferred from the median to the Melbourne Causeway median and a few other locations. Dwarf Indian Hawthorne plants have been installed in place of the cord grass plants as recommended by the Parks, Recreation, & Beautification Committee and authorized by Council.
17. Building Official: Michael McCaughin begins employment on Monday, January 19, 2004, as the Town’s Building Official.
18. Orlando Park: The fire engine, a wooden piece of play apparatus, was removed from Orlando Park on February 27, 2003, due to significant deterioration. A plastic replacement was delivered to the Town on January 12, 2004, for assembly and installation by Town staff.
