GENERAL ELECTION TOWN OF INDIALANTIC BREVARD COUNTY, FLORIDA NOVEMBER 4, 1997 Councilmember, Seat 1 Vote for One NORMAN D. GREER + BOB RONDINONE + PAUL ANDREW SCHAAFSMA + Councilmember, Seat 3 Vote for One VINCENT BENEVENTE + MICHAEL R. FISCHER + BOB HARTMAN +   ELECTION '97

The General Election will be held Tuesday, November 4, 1997. All electors of the Town vote at Precinct 50 located at the Eastminster Presbyterian Church on North Riverside Drive. The polls are open from 7 am to 7 pm.

Our ballot has a new look this year! On November 5, 1996, the electorate approved a referendum providing an amendment to Section 7.03 of the Town Charter which provides that candidates for the Town Council shall run for particular seats. This is the first time individual seats are shown on the ballot - this year Seat 1 and Seat 3.

When you punch your ballot, please make sure you vote for only one candidate for each designated seat.

And don't ever think that your vote won't make a difference. In the last two elections, candidates have been seated by ONE vote.

Be sure to exercise your right to vote on November 4th - it can make a difference. ANNUAL CANDIDATES FORUM THURSDAY, OCTOBER 23, 1997 - 7:00 PM INDIALANTIC TOWN HALL

Mark your calendar and join the Indialantic Homeowners Association as they once again present their Annual Candidates Forum. This valuable service to the voters is your opportunity to meet the candidates for Town Council running in the upcoming November election. This year the forum will be conducted in conjunction with the League of Women Voters. The six contenders vying for the two open Council seats will each give a brief statement presenting their reasons for running and the issues which are important to them. This will be followed by a question and answer session. This is a public meeting to which all Indialantic residents are invited. Please plan to attend and make yours an informed vote.

TOWN MANAGER'S MESSAGE

On September 16, 1997, the Indialantic Town Council adopted its annual budget for fiscal year 1997-98 at $1,896,155.00 The budget, which envisages a modest reduction in property taxes, provides for a small cost-of-living increase (2%) in staff salaries and merit increases of up to 2%. It also provides for a continuance of infrastructure improvements to Fourth Avenue and a retrofit of the stormwater drainage system on Oakland Avenue. Funds are also appropriated to construct a basketball court, emplace additional playground equipment, sidewalks and lavatory facilities at Orlando Park. There is also sufficient money to continue to seed our five year capital improvement fund; establish a retirement system for general employees; and fund improvements for Riverside Park and the Causeway.

Work already underway to retrofit the drainage system on Oakland Avenue should be completed by mid-October. Infrastructure improvements to Fourth Avenue from Shannon to Ramona, which include widening, drainage, sidewalks and landscaping, will begin in January.

Several months ago the Town was awarded a grant from the Florida Department of Transportation (FDOT) to help defray the costs of landscaping the median on Fifth Avenue. That said, we have submitted our permit request and expect to be able to begin planting in March, 1998. We are also working closely with FDOT to emplace a right-turn lane on Fifth Avenue for eastbound traffic turning south on Riverside Drive. We are hoping to begin this project in the February-March '98 time frame. The final project of note concerns the replacement of light poles on South Riverside Drive by Florida Power & Light over the next few months. The old wooden poles which are exhibiting signs of deterioration will be replaced by wooden poles. This project will not alter the character of that street.

Recent improvements in our Fire Department have resulted in a two point drop in our ISO rating. That said, our new rating of ISO 4 should translate to significant savings to residents on their individual homeowner's insurance policies. Contact your insurance carrier when it is time to renew your policy.

We have made significant strides in training and equipping our public safety personnel over the past two years. The most striking evidence as to how important that is for all of us was noted a few weeks ago when our fire rescue unit employed its recently procured defibulator on an individual who suffered a heart attack, was not breathing and had no vital signs. In brief, our crew brought him back to life and he is now doing well. How blessed we are to live in a community where police and fire rescue services are within 2.5 minutes from our homes.

I often hear people talking about taxes and the cost of government. That's particularly true during this time of year when political candidates are seeking elected office. What you don't hear is that the Town has in fact lowered its tax rate for two of the last three years and that based on our millage rate, property tax revenues equate to roughly 63 cents per person per day. When one stops to consider that for 63 cents per day residents get exceptional police and fire rescue services, use of 14 public parks, lifeguard services on our beach, protection by our codes, emergency management services and relatively constant property values to name a few, life in Indialantic is a bargain.

While our personnel picture remains stable, we will lose a valuable member of the staff in January. John Eddy, our Director of Public Works, has announced his intention to retire after 25 years of dedicated service to the Town. We will sorely miss him.

Based on the foregoing you can see that significant construction will be taking place throughout the Town over the next six months. There is no doubt that these activities will inconvenience many of you from time to time. Hopefully, we can keep that to a minimum and expedite completion so we can return to normal as soon as practicable.

I encourage you to contact me at 723-2242 with any questions or comments you might have regarding these or any other matters of concern to you.

Indialantic Ordinance No. 93-3 requires that any occupant of a private residence who does not wish to be subject to soliciting for any merchandise, sales or services post and maintain a sign so indicating on their property.

The Indialantic Volunteer Fire Department has available for sale a professionally made "No Soliciting" sign. The white aluminum signs with black lettering are 4" x 6" and can be purchased for $5.00 at the Fire Department on Fourth Avenue. All proceeds are returned to the volunteers.

YOU BETTER WATCH OUT !!!

You can "cry" and "pout" if you want to, but "SANTA CLAUS IS COMING TO TOWN" on December 11, 1997 at 7:00 PM at Nance Park. His visit will follow the annual "Holiday Tree Lighting" ceremony and a brief musical program by local students. Refreshments will be served AFTER the program by members of the Parks, Recreation and Beautification Committee.
