COUNCIL MEMBERS SWORN IN

Council members Vince Benevente and Bruce Bogert began their new two year terms after being sworn in by Town Attorney Paul Gougelman at the November 16, 2005 Council meeting.  Election results:  Benevente 353 votes to 244 for Goldfarb; charter amendment was approved 488 to 70. Councilman Benevente was selected Deputy Mayor for the next year.  Additional appointments to represent the Town are as follows:

Space Coast League of Cities – Deputy Mayor Benevente with Mayor Trott as alternate

Florida League of Cities Retirement, Personnel and Collective Bargaining Committee – Deputy Mayor Benevente

Brevard County Water Supply Board – Councilman McCabe

South Beaches Coalition – Councilman Berkman


Seawall Repairs Completed

Ninety-eight feet of seawall have been replaced in Douglas Park. The $49,967 project was funded primarily by Federal and State monies with the Town expecting to cover $2,312 of the project costs.

Hurricane Frances severely damaged the seawall’s mid-section  in September, 2004.  FEMA representatives initially estimated the repair cost at a much lower amount; however, after bids were received for the improvements FEMA increased their financial participation.

Santa Cruz Construction, Inc. of Merritt Island was awarded the project last July with construction starting in October.  Design and inspection work for the improvements were performed by BSE Consultants, Inc. of Melbourne.

The Town had replaced seventy-two feet of seawall to the east of the mid-section two and one-half years ago with Florida Recreation Development Assistance Program (FRDAP) grant funds.  This section was not damaged during the 2004 hurricane season.  Both sections have been constructed using plastic for the retaining wall and aluminum for the cap with stainless steel rods holding back the new wall.

October 18, 2005 Meeting

  • approved final budget adjustments for FY-05

  • approved budget adjustment #1 for FY-06

  •  accepted the performance evaluation for the Town Manager for September 27, 2004 through September 26, 2005 and approved a positive salary adjustment

  • approved an agreement with Harris Sanitation regarding expenses related to hurricanes Frances and Jeanne

  • approved an art show in Nance Park on January 21 and 22, 2006

  • received an update from a representative from the St. Johns River Water Management District on proposed regulations relating to landscape irrigation

November 16, 2005 Meeting

  •  adopted Res. 06-01 designating personnel authorized to sign checks

  • approved a Local Law Enforcement Grant application in the amount of $1,000

  • approved Amendment #2 to the Legal Services Agreement with the Town Attorney extending the agreement period and adjusting compensation

  •  approved a letter of support for the adoption of a countywide fireworks ordinance

  •  approved waiving permit fees for damage from Hurricane Wilma until March 31, 2006

  • confirmed that the Town Manager is authorized to sign documents to secure federal and state funds addressing expenses incurred by the Town due to Hurricane Wilma

  • approved an art show in Nance Park March 18-19, 2006 sponsored by the Brevard Watercolor Society

  • ratified an agreement with the Coastal Florida Police Benevolent Association (PBA) covering October 2005 through September 2007 for dispatchers and police officers

  • adopted Ordinance 06-02 extending the sunset provision relating to outdoor display in the C-2 zone

  •  approved Budget Adjustment #2 to purchase a speed trailer

  • agreed to hold a stormwater workshop on Tuesday, February 16, 2006 at 6:00 pm

BOARD AND COMMITTEE MEMBERS NEEDED

Volunteers are needed to serve on several Town boards and committees, including the Board of Adjustment and the Zoning and Planning Board.

The Zoning and Planning Board approves major building plans and acts in an advisory capacity to the Town Council relating to zoning and land use issues – meets the 4th Tuesday of each month at 5:30 pm.

The Board of  Adjustment reviews and grants  variances; hears and decides appeals to decisions made by the Building Official and the Zoning and Planning Board and determines the meaning, intent and purpose of the Code- meets as needed.

August 16, 2005 Meeting

  • Approved auditor selection procedures

  •  Approved a stormwater maintenance agreement with Land Quest XXVIII, LLC (for AmSouth)

  •  Approved the Town’s component of the County’s local hazard mitigation plan (Res. 05-09)

  •  Awarded the bid and approved a contract with Fertig’s Sharper Cuts, the low bidder, for mowing and landscape maintenance

  •  Adopted Ord. 05-12 amending Sec. 10-13 regarding construction related noise

  •  Adopted Ord. 05-13 – amending Sec. 6-181 relating to impact fees for emergency services and approved an interlocal agreement  with Brevard County regarding collection of the impact fees

 September 14, 2005 Meeting

  •  Adopted a tentative millage of 4.6203 and a tentative budget in the amount of $3,770,374 (General Fund budget of $3,051,992) for FY-06 -  a 4.87% reduction in the millage rate

  • Approved the employee pay scale for FY-06

  •   Approved final budget adjustments for FY-05

  •   Approved a 2.53% increase for solid waste as requested by Harris Sanitation and as provided for in the franchise agreement

  •   Extended waiving permit fees for damage incurred due to hurricanes Frances and Jeanne until December 31, 2005

  •  Adopted Ord. 05-14 providing for a referendum to determine if a majority vote of the electorate should be required to create a Community Redevelopment Agency

  •   Accepted a plan from the Parks, Recreation and Beautification Committee regarding the south side of the Melbourne Causeway

POLICE BEAT

For those residents who may be new to the Town and with the holiday season already upon us, I would again like to pass on some recommendations about personal safety that I believe are particularly important at this time of year. 

Unfortunately, there is a certain element of society that prefers to support their holiday season at the expense of others. Please keep your car doors locked both while driving and parked and don’t roll your windows down for strangers. Be particularly wary when stopped at traffic lights and when entering and exiting your vehicle in a parking lot. If you are struck from behind in what appears to be a minor rear-end accident, pull over in a well lit, populated area to investigate. While shopping, try to keep all packages and gifts out of sight in your vehicle, preferably locked in the trunk. Try to enter and exit stores (particularly malls) around other groups of shoppers. We tend to see an increase in burglaries this time of year so please remain diligent in your efforts to keep your homes and vehicles secure. If installed, set your alarm, even if you are only leaving for a short time. Successful burglaries to homes equipped with a good alarm system, that is kept armed, are very rare. Well-positioned outdoor lighting can also be a successful deterrent.

 The Public Works Department is currently cutting back tree limbs and shrubbery on all streets within the Town.  Many tree limbs are interfering with emergency vehicle operation and the safe passage of all vehicles.  We are also addressing site triangles at intersections and are clearing tree limbs and shrubbery that could be hazardous or making it difficult to see vehicles approaching an intersection.  Any obstacles blocking the view of a Stop sign or a traffic control device will be removed at any time.  Also be advised there is an increasing problem with landscape material being piled on our streets.  IT IS UNLAWFUL to place building material, or any refuse or landscaping, on any street or vacant lot in Town.

Building Corner- Cliff Stokes

Let me start off by wishing everyone happy holidays. This year is most definitely better than last with all of the damage everyone has had to deal with.  Except for a few homes that will have to be rebuilt, most things have been fixed or soon will be.  There are still some shells of homes in Town that were severely damaged and the owners are still dealing with insurance companies.  If you happen to live close to one of these please remember that a family is still displaced and as soon as a settlement is agreed upon it will be rebuilt.  Something that has become an issue is expired permits.  Once a permit is issued, there must be an approved inspection within 6 months.  If there is not, then the permit expires and you will have to obtain a new one and pay half of the original cost.  The Florida Building Code 2004, which is the current code used in Florida, does not allow a permit to be extended.  I can extend an application, but not a permit.  Please pay attention to these dates and if you have any questions on this matter give me a call and I will be happy to help you.  My number is 727-3377.

INDIALANTIC FIRE RESCUE

This is considered the most dangerous time of the year for fires and fire related deaths. Holiday safety should be most important in our minds as we enter the holiday season. Too often our minds are so focused on the joy and festivities that we tend to be lax with our safety awareness. Some of the things to remember as we prepare for the holidays:

Needles on fresh trees should be green, hard to pull out of the branches and should not break. The trunk should be sticky with sap.

bullet

Real trees must have an ample supply of water in the base. Do not leave real trees up for more than two weeks.

bullet

Do not place the tree close to a heat source. 

bullet

Be sure artificial trees are flame resistant. 

bullet

Inspect all lighting wires for fraying and bare spots as well as broken or cracked sockets. Use only lighting approved by an approved testing laboratory. Do not link more than three strands of lights together. Do not leave decorative lights on when no one is home and turn off all decorative lights when retiring to bed.

When burning candles be sure they are in stable holders. Do not place in or near curtains or the tree and do not leave the house with candles burning.

Be certain that your smoke alarms are functioning before setting up your tree.

The traditional Holiday Tree Lighting will take place Thursday, December 8th at 7:00 pm in Nance Park.  This annual observance of the holiday season will include a short program, a visit from Santa and refreshments for the kids

NIDY workers patch the basketball courts in Orlando Park prior to resurfacing.  The improvements,  funded courtesy of Florida Recreation Development Assistance Program (FRDAP) monies, include walkway extensions, replacing the asphalt path along the park’s west side with concrete, a gazebo and additional playground equipment

The Volunteer Fire Department meets every Wednesday at 7:00 PM at the Fire Department, 216 Fourth Ave.

Luminaria sales begin December 1st and continue through December 24th. Kits will be available at Town Hall during regular business hours through the 22nd and at the Fire Station on the 23rd and 24th. 

Luminaria candles are lighted on Christmas Eve, just in time for Santa’s trip through Town atop his fire truck sleigh.   The candles are placed along sidewalks at dusk.

All proceeds from this project, sponsored by the Parks, Recreation and Beautification Committee, are used for beautification projects throughout the Town.
