HURRICANE RESTORATION CONTINUES AT DOUGLAS PARK

Seawall repair in the amount of $49,967 was approved by Council on July 19, 2005.  Hurricane Frances destroyed ninety-eight feet of the cement seawall and concrete cap in September, 2004.

Council awarded the repair project to the low bidder, Santa Cruz Construction, Inc. of Merritt Island after assurances were received from the Federal Emergency Management Agency (FEMA) that they would cover ninety percent of the repair cost with the remaining ten percent being evenly split between the State of Florida and the Town.  The Town’s share of the cost is $2,312.

Seventy-two feet of seawall were replaced in April, 2003, with Florida Recreation Development Assistance Program (FRDAP) monies.  This previously constructed section  was built with plastic for the retaining wall and aluminum for the cap.  The same material will be used for the newly approved section and will continue the previously installed section further west and around the existing curve of the park.

BSE Consultants, Inc., the Town’s consulting engineer, designed the new system, which has stainless steel rods providing additional support for the seawall.


PROPOSED FY-06 BUDGET

The proposed budget for FY-06 includes a millage rate of 4.6203 which is a 4.87% reduction in the current millage rate of 4.8451. The total proposed budget for the Town is $3,766,563 consisting of a General Fund budget of $3,048,181, Enterprise Funds total of $388,287 and Trust and Agency Funds in the amount of $330,095.  A summary of expenses is as follows:

The Town Council will hold a workshop on August 9, 2005 at 7:00 pm to secure public comment toward the possible development of a vision statement and long term (i.e. 2025) goals for the Town.  The meeting will be held in the Town Council chambers.

 

RECENT COUNCIL ACTION

June 21, 2005 Meeting

  • authorized Councilman Benevente to attend the League of Cities’ annual conference as the Town’s voting delegate

  • declared a 2000 Crown Victoria police car as surplus and authorized the Town Manager to dispose of it

  • extended waiving permit fees for damage incurred due to hurricanes Frances and Jeanne until September 30, 2005 (Building Official determines eligibility)

  •  changed the December meeting date to Wednesday, December 14, 2005

  •  entered into an interlocal agreement with Brevard County regarding collection of a library impact fee

  •  adopted Ord. 05-11 amending Sec. 17-106.4(10) – private parking lot signs

  •  approved engaging CodeRED for a community warning system

  •  determined the intent of Res. 00-05 regarding the provision of common ownership of 50 foot lots

July 19, 2005 Meeting

  •  renewed the agreement with Brevard County and Dr. McPherson for medical supervision of Town rescue services

  •  accepted the FY-04 audit

  •  extended the contract with Apex Pest Control through September 30, 2006 at an annual cost of $3,180

  •  changed the September meeting date to Wednesday, September 14th

  • approved the FRDAP grant agreement for improvements to Orlando Park

Anthony Breglio and Anthony Yacovino of the Public Works department install a new roof on the chickee in Sunrise Park.  It sustained damage in last fall’s hurricanes.

  


POLICE BEAT

 On Tuesday August 2, 2005, the Town of Indialantic will recognize “National Night Out.” “National Night Out” is designed to heighten crime prevention and drug prevention awareness, generate support and participation in local anti-crime programs, strengthen police and fire partnerships with the community and to send a message to criminals letting them know neighborhoods are organized and fighting back against crime. This year the Police and Fire Departments will have personnel available in Orlando Park from 7 to 9 pm. Police officers and firefighters will be answering any questions you may have and giving away free crime prevention, fire safety, first aid, and home safety information. Residents of Indialantic are asked to turn on their outside lights and come spend an evening in Orlando Park with their fellow neighbors, police officers and firefighters.

Public Works Update – Ron Cassedy

Did You Know – The street right-of-way adjacent to your yard is sixty feet wide on most streets within the Town. The right-of-way is public property and is controlled by the Town’s Code of Ordinances.

 Sec. 13-7 states in part:  It shall be unlawful to place concrete or other solid materials upon the right-of-way.

 Sec. 13-2 states in part:  It shall be unlawful to destroy, deface or injure any street or portion of any public right-of-way.

 Sec. 16-5 states in part:  It shall be unlawful to plant trees, shrubbery or any type of plant life upon rights-of-way without obtaining permission from the Public Works Director. 

 A landscape design is required prior to any planting on street rights-of-way and utility locates must be obtained before digging in the right-of-way. 

 

 HELP THE INDIAN RIVER LAGOON

 Swales are a commonly used stormwater practice recommended by federal and state officials to treat runoff to reduce pollutants.

 Swales hold water during and immediately after heavy rains.  They have gently sloping sides and are wider than they are deep which allows for easy maintenance by homeowners.  This configuration causes runoff to be slowed and spread over a broader area.  Swales typically dry out within a 12 to 24 hour period.

INDIALANTIC FIRE RESCUE

                                    Congratulations to the firefighters and citizens who participated in the recent fund raising drive for the Muscular Dystrophy Association  that was held over the 4th of July weekend. We were able to collect $2,516.24 for MDA, which will primarily go for work with local children with muscular dystrophy. We will be collecting again over the Labor Day weekend. Indialantic Fire Department had the second largest collection amount in the county and our goal is to be number one.

 BUILDING DEPARTMENT REMINDERS

  • All contractors must be licensed to work on your home

  • Permits must be obtained by a contractor to work on your home

  • Permits must be posted for inspections by the Building Official

  •  A permit is required for installation of windows and doors

  • Permits for hurricane damage are no-fee through September

  • Driveways must be permitted

Do not let anyone work on your roof without a permit. The roof must be inspected at the dry-in phase before the shingles/tile/metal are attached.

 Permits are only issued to contractors who are insured, certified and licensed.
