RIVERSIDE PARK IMPROVEMENTS TO BEGIN

Riverside Park improvement bids were opened Friday, September 21, 2001, for projects that include a 400 foot pier, observation deck, gazebo, and two handicap parking spaces.  The pier bids, if awarded with lighting, range from $149,975 to $171,315.  The observation deck bids range from $16,975 to $42,099.  The gazebo and handicapped parking bids range from $14,578 to $30,000.

Funds totaling $125,377 ($86,000 FRDAP grant; $28,667 South Brevard Recreation Special District bond proceeds; and $10,710 from Town project reserves) have been allocated in the FY-02 budget for this project.  Additional monies from the County recreation bond issuance may be available for this project.

Town staff will review the bids, as well as the money that is available to be used toward this project, and make recommendations for awarding the bids to the Council at their next meeting.

The Council applied for funds to improve Riverside Park in September, 1999.  The initial project focus was to restore the shoreline, which was addressed with Federal damage assistance funds after hurricanes Floyd and Irene visited the Town.  The availability of Federal damage assistance funds enabled the Town to utilize the State funds for the projects that were recently bid

FY-02 BUDGET APPROVED

On September 18, 2001 the Town Council adopted its FY-02 General Fund Budget in the amount of $2,837,211 and a total budget of $3,362,084.  The millage rate was adopted at 4.8451 which was the rate approved for FY-01.

Within its framework the budget provides for street resurfacing, replacement of storm water drainage pipes, miscellaneous sidewalk and curb repair, replacing radios for police and fire, replacing the Fire Chief’s car and funds for the Town’s 50th anniversary celebration in November, 2002.  Money is also allocated as matching funds for grants and to accommodate pay increases based on the new pay scale recently approved by the Council.

Many thanks to the members of the Budget and Finance Committee for their direction and input in formulating this budget.  Copies of the budget are available for public review in the Town Clerk’s office at Town Hall.

50th CELEBRATION COMMITTEE SEEKS VOLUNTEERS

The 50th Celebration Steering Committee, after brainstorming and gathering ideas, is progressing with activities to commemorate the Town’s 50th Anniversary in November, 2002.  Carol Andren, committee chair, expressed her appreciation for ideas and suggestions already shared with the committee and its members.

Planned activities include a walking tour brochure containing a calendar of events, pictures, and historic information; a 5k run/walk; and, perhaps, a “fifties” sock hop.  However, 2002 will start with a promotion of Indialantic history, a promotion of the arts, and a promotion of neighborhoods.

COUNTY SEWER LINE TO BE INSTALLED

Brevard County has issued a Notice to Proceed effective August 22, 2001, to RKT Constructors, Inc. to install a replacement sewer force main along Palm Avenue from Melbourne Beach to Second Avenue and along Second Avenue to N. Riverside Drive.  Diagonal boring will occur under Fifth Avenue.

Work will be performed weekdays between 7:00 am and 8:00 pm and only in the paved portion of the  right-of-way

POLICE BEAT

After extensive research and several attempts to acquire a grant for a Community Warning System (Reverse 911), I am happy to report that the Town has received matching funding.  We are now only weeks away from installation. This system, when activated, can notify residents via telephone of impending storms, voluntary and mandatory evacuations, authorized evacuation routes, as well as other emergency and public safety information. Notifications will be in the form of pre-recorded messages which can be programmed to go out to the whole Town, a geographic area, a street, a block, or even a specific residence or business. When using its full 8 line capacity the system can get messages out to approximately 960 households/businesses per hour. 

Upon completion of installation and testing we will begin a public education program about the warning system, primarily through neighborhood watch and homeowner meetings. Anyone having questions about this exciting new notification tool can contact either Sergeant Mike Casey or myself at the Indialantic Police Department.

As the time change approaches, Indialantic Fire Rescue reminds residents to make another change that could save their lives – changing the batteries in their smoke alarms.

 Changing smoke alarm batteries once a year is one of the simplest, most effective ways to reduce tragic deaths and injuries.  Install at least one smoke detector on every level of your home and one in every bedroom.

Other simple changes that could save your life include: 

q       Change your flashlight batteries – use high-quality alkaline batteries.  Keep a working flashlight near your bed, in the kitchen and family room and use it to signal for help in the event of a fire.

q       Install a fire extinguisher in or near your kitchen and know how to use it.

Household Hazardous Waste Roundup

Homeowners will soon have the opportunity to turn in unwanted pesticides, pool chemicals, fluorescent lamps, batteries, used motor oil and old paint.  These items contain a variety of toxic substances which can not only cause health problems for users but environmental damage when thrown out.

Sponsored by the Board of County Commissioners, the annual Roundup provides a convenient opportunity to reduce the quantity of hazardous waste around the house. Drop offs are

PUBLIC WORKS UPDATE

The Public Works Department is currently cutting back tree limbs and shrubbery on all streets within the Town.  Many tree limbs are interfering with emergency vehicle operation and the safe passage of all vehicles.  We are also addressing site triangles at intersections and are clearing tree limbs and shrubbery that could be hazardous or make it difficult to see vehicles approaching an intersection.  Any obstacles that are blocking the view of a Stop sign or a traffic control device will be removed.

Also be advised there is an increasing problem with landscape material being piled on our streets.  IT IS UNLAWFUL to place building materials, refuse or landscaping on any street or vacant lot in the Town.

SR-A1A TO BE RESURFACED

Milling and resurfacing of SR-A1A south of Fifth Avenue is to begin October 8, 2001.  APAC of Florida, Inc., the contractor on the project, will begin work in Melbourne Beach and work north.  The project includes the construction of a sidewalk along the west side of the road as well as the installation of limited drainage improvements.

The Town will be hosting the 6th Annual Halloween party on Saturday, October 27th from 4 to 8 pm.  The  happenings will again feature a hay ride from the Fire Station and a Haunted House that will provide some unexpected Halloween surprises! There will be refreshments, entertainment, games and prizes at no charge.  Come join the fun on 4th Ave. behind Town Hall.

Our traditional Holiday Tree Lighting will take place Wednesday, December 5 at 7:00 pm in Nance Park.  This annual observance of the holiday season will include a short program, a visit from Santa Claus and refreshments for the kids.

Freedom Fest - The Town of Indialantic is sponsoring a fund raising event to aid victims and families of the recent terrorist attacks.  The benefit will be held on Saturday, October 6th in Nance Park from 11:00 am to 4:00 pm.  All proceeds will be donated to the September 11th Fund.   Events include music provided by local school choruses and bands and a barbecue lunch.  Tickets are $10.00 and may be purchased at Town Hall.  Please plan to attend and support this worthwhile cause.

REMEMBER ELECTION DAY - NOVEMBER 6

Vince Benevente (Seat 3) and Bruce Bogert (Seat 1) will retain their positions on the Town Council as both seats are uncontested in the upcoming election.  The ballot on November 6th will contain three proposed amendments to the County charter.

All electors of the Town vote at Precinct 50 located at the Eastminster Presbyterian Church on North Riverside Drive. Polls are open from 7 am to 7 pm.
