Chairman Goldner called the meeting to order at 9:00 a.m.
A. Minutes 05-11, November 28, 2005
Ms. Benevente moved to approve the minutes as written. Ms. Schwanbeck seconded. Motion passed unanimously.
The Committee appreciated the finance report being in their packets. Ms. Schwanbeck advised the Committee of Luminaria sales in the amount of $375.00. Next year all sales should be profit since ample supplies were purchased this year. Ms. Preece moved to approve the report. Ms. Benevente seconded. Motion passed unanimously.
Mr. Cassedy was not available. Town Manager Chinault provided the following Town Hall report in the absence of Public Works Director Ronald H. Cassedy:
a. Sunrise Park: improvements that have been completed in accordance with the FRDAP grant application that was approved by FDEP for the Town included 700 linear feet of sidewalk, 7 exercise stations, a covered observation deck, handicap parking spaces, an irrigation system, a park sign, and a funding sign. Public Works personnel installed the exercise stations and previously reconstructed the dune crossover. Parking along Watson Drive will be reconfigured with additional spaces provided on the north side once Indialantic One completes construction. BSE is scheduling preparation of the as-builts.
b. Nance Park: the boardwalk deck, sand volleyball seating, drinking fountain, walkways, handicap parking spaces, ramp, and play equipment have been completed. FIBAR has been extended from the play area to include the swing sets. BSE is scheduling preparation of the as-builts. The restroom roof, damaged by Hurricane Frances, has been replaced. The two easternmost columns will be fixed and the building painted shortly.
c. Orlando Park: the gazebo has been delivered with the pad having been poured last Friday and the basketball courts have been resurfaced. The park still needs some play items, new walkways, and replacement of the walkway along the western edge of the park.
d. Douglas Park: last Friday Don Bo installed the sidewalk from the gazebo sidewalk to the new adult swing. Additionally, Public Works personnel installed FIBAR around the swing.
e. Riverside Park: BSE is preparing plans for future Committee consideration that will reflect a walkway through the park as well as a bench swing.
f. Sunset Park: maintenance work has been completed by Public Works personnel to protect the shoreline.
g. Triangle Park: Mr. Chinault noted that he met with FPL officials regarding the possibility of having this property transferred to the Town.
h. ADA Accessibility Inspection: a copy was provided of the ADA Accessibility Inspection report noting that the Town was intending to proceed to replace wooden handrails on various park ramps with aluminum handrails.
i. Sidewalk: staff is looking into securing TIFT funds to provide a sidewalk along the south side of the 100 block of Eighth Avenue from S. Shannon Avenue to SR-A1A to help move pedestrian traffic to the beach.
A complaint regarding window signs at the shopping center was reported by Chairman Goldner. Town Manager Chinault assured the Committee that the problem was being handled by code enforcement.
There were no issues with the parks other than a bench being moved about at Riverside Park.
Ms. Hendry has been unable to find someone for the fee allotted. The Chairman will speak to Ms. Hendry regarding possibly delaying the concert until March.
This event is Saturday April 8 at 9:00 a.m. in Orlando Park. Ms. Schwanbeck will contact the bunny, chicken and clown. Committee members will meet at 8:15 a.m. There will be four patches 0-2, 3-4 (Ms. Goldner) 5-6 and 7-8 (Ms. Benevente). Chairman Goldner volunteered her daughter and friends to help. Ms. Schwanbeck will take care of the candy. Ms. Preece will help fill the eggs. The supplies will available at the March meeting for disbursement.
· Ms. Schwanbeck reported that the Tree Lighting event went well. Thank you notes should be written to all who participated. Need to find out who played Santa in the absence of Capt. Haggas.
· Resident Christine Greer, 501 N. Ramona Avenue, was present to request the support of this Committee for a bathroom in Orlando Park. The Committee agreed for the need of a bathroom especially for the children Porta potties are delivered for all events held in Orlando Park. Councilman Bogert has volunteered to sponsor the issue for discussion at the February 21, 2006 council meeting. Ms. Greer asked the members to show up at the council meeting in support of a bathroom.
