Chairman Gust called the meeting to order at 9:00 am.
A. Minutes 04-09 July 26, 2004
Ms. Benevente moved to accept prior minutes
Ms. Goldner seconded, motion passed unanimously.
No expenditures for the month of August
A. Condition of Parks post-Frances: The Parks faired very well, a lot of debris, not too much damage. The crossovers did well, minor carpentry damage that public works has repaired. The sand will be placed back on the beach. The dune did fine but the dunette and the sea oats are gone. Douglas Park seawall sustained major damage and will need to be replaced.
B. Mr. Chinault asked this committee to recommend that staff submit a FRDAP grant application for Orlando Park improvements, including replacing the asphalt on the bike path with concrete, resurfacing the basketball courts, add a smaller gazebo and another piece of play equipment and extend the sidewalk.
Ms. Young moved to recommend submitting a FRDAP grant application

C. FRDAP grant status for Nance and Sunrise Park
The grant applications for both Nance Park and Sunrise Park were approved.
D. Tree damage on public lands due to Frances:
Approximately ten trees throughout Town were destroyed between both storms. Most of them were in Orlando Park.
E. Causeway Bike Path
The bike path lost approximately 250 feet from Frances and about the same from Jeanne. The bike path is actually located on DOT right-of-way; the DOT will reconstruct the bike path with FEMA money and will seek local money to put in coquina.
F. FDOT relief bridge project – Douglas Park Impact
The eastern relief bridge will be replaced. DOT is evaluating whether it would be cost effective to replace both relief bridges, scheduled for FY 09. The long-range impact is unclear; the short-range impact will be intrusion in Douglas Park of approximately 40 feet.
G. Holiday tree lighting
Mr. Chinault wanted this committee to be aware of the condition of the tree in Nance Park used for the annual tree lighting ceremony. The eastern side of the tree was badly damaged, but after much discussion on the possibility of renting a tree this year, at the cost of $900.00, it was decided that they would use the existing tree in spite of the damage.
A. Beautification Award
415 Palmetto Place and 301 Second Avenue have been nominated
Ms. Preece moved to place the award at 415 Palmetto Place,
Ms. Young seconded, motion passed unanimously
A. Discussion of assigned parks
Ms. Goldner reported that the bench formerly located at Indian River Park is no longer there
In Gus Carey Park some trees are leaning
Sunrise Park looks good
Play equipment in Orlando park is rusty, Ron reported that warranty parts arrived Friday and they will replace as time allows.
B. Letter to James Nance, regarding the new sign
Mr. Gust will compose letter and bring to Town hall for staff to send.
A. Discussion of Luminaria
Luminaria participation has fallen over the past two years. The supplies the committee already has will be used until they are gone. A discussion regarding continuing with the Luminaria sales will be scheduled at a meeting after the holiday season. Additional advertising will be pursued this year, expanding the article in the newsletter, giving the history and saying that the funds will be used to repair the parks damaged from the hurricanes. Also placing an ad on the website.
