Chairman Bohlmann called the meeting to order at 10:00 a.m.
Ms. Thomson moved that Minutes 00-11, September 12, 2000 be approved as written. Ms. Schwanbeck seconded. Motion passed unanimously.
Ms. Kowalski advised the Committee that all of the money from last years budget has been allocated. Monies committed to the following, but not yet paid will be carried over.

The FY 00/01budget for this Committee was approved as follows:

Mr. Cassedy informed the Committee that the pavers from Perma-crete are in production and should be ready by the end of October. Estimated repair/install time is one week.
The dead Red Bay Tree in Orlando Park has been removed. The Committee discussed ways to avoid future problems. It was suggested that the fertilization program proposed by Ms. Benevente be implemented.
The fence at Riverside Park has been installed and foliage trimmed.
The Committee discussed future improvements of Riverside Park with Town Manager, Chinault.
Three recycled park benches have been ordered.
Mr. Chinault gave an update on two grants that are ready to go. The FRDAP grant for Nance/Wavecrest Park and the Urban Community Forestry grant for palm trees.
A. Discussion of planters on Fifth Avenue
After discussion the Committee agreed that Code Enforcement should address this problem. A report from the Code Enforcement Officer was requested for the November 14 meeting.
B. Fountain Committee report
Ms. Coburn reported that she, along with Ms. Thomson, contacted Richard Hoeper, a sculptor and painter. Mr. Hoeper suggested that bronze or coquina would be ideal for the beach location. After viewing a bronze sculptor offered for sale by Mr. Hoeper, all agreed it would be too small for the area.
At Mr. Hoeper’s suggestion, Ms. Coburn contacted Allan Welsh, a coquina sculptor. He advised Ms. Coburn that he could carve “on-site.” A dolphin and sea gull were discussed.
Ms. Kowalski and Ms. Thomson viewed concrete statues but didn’t find anything acceptable for the immediate need.
The Fountain Committee had discussed using something historic such as a pineapple. A wood sculptor will be contacted to explore this idea.
Ms. Kowalski shared the idea of tile mosaic, such as a turtle. These are commonly used in swimming pools. The mosaic could be on a coquina rock or possibly a solid wall. A turtle or sea gull could also be etched into a coquina rock.
The Fountain Committee will arrange a meeting with Richard Hoeper and Allan Welsh to discuss a coquina carving. The use of wood will be explored as well as mosaic tile.
Mr. Cassedy informed the Committee that a post installed in the center of the bike path at Miramar Park was struck by a car. The post will be replaced by the Department of Public Works.

D. Discuss request by Indialantic Homeowners Association for Committee support of concert in Orlando Park
Ms. Coburn suggested to the Committee that this year, the Luminaria program should be called “Light up the Town for Jesse” with proceeds going to the Jesse Geiger Fund.
A discussion ensued regarding the involvement of other communities, Indian Harbor Beach, Satellite Beach and Melbourne Beach.
Ms. Kowalski moved that the Luminaria program be called “Light up the Town for Jesse” and the net profits go to the Jesse Geiger Fund. Ms. Hayward seconded. Motion passed unanimously.
Vice Chairman Schwanbeck, will contact acting police chief, Troy Morris and work out the logistics of involving other communities.
Chairman Bohlmann adjourned the meeting at 11: 40 a.m. Next meeting November 14, 2000.
