Chairman Bohlmann called the meeting to order at 10:00 am.
Ms. Hay moved that Minutes No. 00-03 from November 9, 1999 be approved as written. Ms. Hayward seconded. Motion passed unanimously.
Ms. Kowalski passed out copies showing the Luminaria Account balance as of December 31, 1999 was $12,473.17. The Recreational Account balance as of November 30 was $3,134.91 and the Beautification Account was $6,563.00.
Mr. Cassedy advised the committee that most town signs are up. The entrance sign on S. Miramar is awaiting approval from the State. Ron submitted to the state, engineering drawings by Scott Glaubitz who designed the break-away post required by DOT. Everything should be installed within a month.
Ms. Kowalski moved that the cost of the break-away sign post ($250) be taken from the Beautification Account. (572-835) Ms. Hay seconded. Motion passed unanimously.
The sign in Nance Park blew down during the hurricane and when replaced, will match the other signs.
Ms. Coburn suggested lighting the town entrance sign on North Riverside Drive. She felt that this area is too dark for the sign to be visible.
Ms. Hay moved to have Ron look into installing electricity to light the entrance sign on North Riverside Drive. Mr. Bohlmann seconded. Motion passed unanimously.
The DPW is still working on hurricane recovery. Material is now available to stabilize the shoreline. Coquina rock will be used at Sunset Park and “fill” for Douglas Park.
The Urban Forestry Grant was approved to plant trees on 4th and 6th Avenues.
Crossover repairs are underway on Wavecrest Avenue. The plan is to extend the steps under the sand, hopefully for more stability during storms.
PVC post were installed in Miramar Park to keep traffic off walkway.
Ron left at this point for a meeting with DOT regarding cleaning the bridge on the causeway.
Ms. Kowalski commented on the poor maintenance of the grounds in front of Town Hall.
1. Gazebo at Lilly Park
Joyce Warner, Horticulture Chairman of Garden Club by the Sea presented pictures of a gazebo and a proposal to replace the existing gazebo. The estimate of $7,500 includes removing the existing gazebo, reusing the slab and constructing an 82” diameter cedar structure using cedar shakes for roofing. The garden club voted to pay half of the expense for a new gazebo.
The gazebo was built 15 years ago by the garden club and is now in poor condition and a safety hazard.
Ms. Kowalski moved to request that Ron tear down the gazebo in Lily park for safety reasons.
The committee discussed the proposal by Dennis G. Beach. Mr. Bohlmann will work with Ms. Warner and Ron to see what needs to be done. They will request a second bid based on the specs of the first bid.
Ms. Warner requested that a rededication ceremony be considered after construction of the new gazebo and that a plaque commemorating Lily Givens be placed on the structure. She advised that the sign with a poem is in disrepair and can be removed as well as the Park sign, which needs to be replaced.
Ms. Kowalski spoke to Deputy Mayor, Lisa Frazier regarding the upkeep of Dewey Park. Ms. Frazier commented that her understanding regarding the park area was that the neighbors would do the planting and the upkeep was the responsibility of the town. Ms. Frazier will speak to Ron Cassedy in Public Works to clarify the situation.
1. Luminaria and Tree Lighting report – Ms. Schwanbeck
Ms. Schwanbeck commented on the cost of the sand ($121.50). The profit for Luminaria sales was only $133.36. There are 25 kits left over. She would like the committee to consider ways to better promote the Luminaria event.
The Tree Lighting Festival went well but needed other lighted objects. The light from the tree wasn’t enough.
Mr. Bohlmann moved to have Ron look into putting permanent electrical fixture in Nance Park on an existing pole. Ms. Schwanbeck seconded. Motion passed unanimously.

2. Determine block location for Fifth Avenue pavers
Ms. Kowalski moved to instruct Ron to start the project with pavers on the north side of the 300 block of Fifth Avenue and to repair and replace pavers on the 200 block of Fifth Avenue up to $4,000. Ms. Coburn seconded. Motion passed unanimously.
Chairman Bohlmann adjourned the meeting at 11:15 am. Next meeting February 8, 2000.
