MINUTES OF A SPECIAL TOWN COUNCIL
MEETING HELD IN THE INDIALANTIC TOWN HALL ON SEPTEMBER 28, 2004

A.
Resolution 04-05 – Adoption of millage rate for 2004-2005
1.
Announcement – the millage rate to be levied for the Town of Indialantic is
4.8451 which is a 9.92% increase over the rolled back millage rate of 4.4079
Town Manager Chinault read the announcement and advised that the increased
millage is needed to fund emergency services, maintenance and operational
needs.

There were no public comments.
3. Adoption
Councilman Bogert moved to adopt Resolution 04-05. Deputy Mayor Benevente
seconded. Motion carried unanimously.
B. Resolution 04-06 – Adoption of the 2004-2005
budget in the amount of $3,607,052 with a General Fund budget of $2,809,976

There were no public comments.

Adoption
Councilman Cook moved to adopt Resolution 04-06. Councilman Bogert
seconded. Motion carried unanimously.
The Town Clerk read Sections 1 and 2 of the resolution calling for a special
election to be held on February 8, 2005 and a qualifying period of November 25,
2004 through December 9, 2004. It was noted that the date for the special
election has been approved by the Supervisor of Elections.
Councilman Bogert moved to adopt Resolution 04-07. Deputy Mayor Benevente
seconded. Motion carried unanimously.
V. APPROVAL OF FIRE CHIEF APPOINTMENT
Town Manager Chinault introduced Jon Macdonald and recommended his appointment
as Fire Chief.
Councilman Bogert moved to approve the appointment of Jon Macdonald as Fire Chief.
Deputy Mayor Benevente seconded. Motion carried unanimously.
The Town Manager requested that Council declare the Town a natural disaster
area as a result of Hurricane Jeanne and to suspend charging permit fees
through November 30, 2004 for Hurricane Jeanne related work as determined by
the Building Official. He noted that since this was not advertised as
part of the agenda for the special meeting, it will also be placed on the
October 19, 2004 agenda. It was the consensus of Council to add this to
the agenda.
Deputy Mayor Benevente moved to declare the Town a natural disaster area as a
result of Hurricane Jeanne and to suspend charging permit fees through November
30, 2004 for Hurricane Jeanne related work as determined by the Building
Official. Councilman Bogert seconded. Motion carried unanimously.
Ray DiZefalo, 141 Tampa Avenue,
thanked the Town employees for services and assistance through Hurricanes Frances
and Jeanne.
Deputy Mayor Benevente thanked
Town resident Henry Rockill for providing a refrigerated truck for ice
distribution following Hurricane Frances.
The meeting adjourned at 7:10 pm.
