MINUTES OF A SPECIAL TOWN COUNCIL MEETING HELD IN THE INDIALANTIC TOWN HALL ON SEPTEMBER 3, 2003

 

PRESENT:   Hon. Robert L. Cochran, Jr., Mayor

                        Hon. Bruce Bogert, Deputy Mayor

                 Hon. Vince Benevente, Councilman

                 Hon. Mike Fischer, Councilman

                                    Hon. Victor Kostro, Councilman

                              Christopher W. Chinault, Town Manager

                                    Laura Eaton, Town Clerk

        I.CALL TO ORDER AT 7:00 PM

 

Mayor Cochran called the meeting to order at 7:00 PM.

        

II.           PLEDGE OF ALLEGIANCE

 

III.           PUBLIC HEARING ON TENTATIVE 2002-2003 MILLAGE AND BUDGET

 

A.          Council discussion of tentative budget and proposed millage rate

 

B.          Public Announcement – the proposed millage rate is 5.0089 which is a 10% increase over the rolled back millage rate of 4.5535

 

C.          Public Hearings

2.                 Proposed millage rate

 

        John B. MacNeill, 1320 S. Riverside Drive, requested that Council take into consideration that some residents of the Town are on fixed incomes, noting that other taxes were also increasing.

 

        Ray DiZefalo, Chairman of the Budget and Finance Committee, advised that the Committee supported the budget and that with state and federal funds being reduced in many areas, more of the burden falls on local governments.

 

        It was noted that the increase in the millage rate was due to the implementation of the advanced life support program which was approved by the voters in February.

 

D.          Amend tentative budget (if necessary) and recomputed millage (if necessary)

 

E.           Adoption of tentative millage rate of 5.0089

 

Councilman Fischer moved to adopt a tentative millage rate of 5.0089.  Councilman Kostro seconded.  Motion carried unanimously.

 

F.           Adoption of tentative total budget in the amount of  $3,273,677 and tentative general fund budget in the amount of $2,714,784

 

Councilman Fischer moved to adopt the tentative budget as presented.  Councilman Kostro seconded.  Motion carried unanimously.

 

G.          Public Announcement – the final hearing on the tentative millage rate and the tentative budget will be held on September 17, 2002 at 7:00 PM

 

IV.          ADJOURNMENT

          

               The meeting adjourned at 7:10 pm.
