MINUTES OF A SPECIAL TOWN COUNCIL MEETING HELD IN THE INDIALANTIC TOWN HALL ON SEPTEMBER 4, 2001

 

PRESENT:         Hon. Robert Cochran, Jr., Mayor

                                    Hon. Michael Fischer, Deputy Mayor

                     Hon. Vince Benevente, Councilman

                     Hon. Bruce Bogert, Councilman

                                    Hon. Victor Kostro, Councilman

                     Christopher W. Chinault, Town Manager

                     Laura Eaton, Town Clerk

        I.     CALL TO ORDER AT 7:00 PM

 

      Mayor  Cochran called the meeting to order at 7:00 PM.

 

II.                 PLEDGE OF ALLEGIANCE

 

III.           PUBLIC HEARING ON TENTATIVE 2001-2002 MILLAGE AND BUDGET

 

A.        Council discussion of tentative budget and proposed millage rate

 

Mayor Cochran proposed that the ALS issue go to referendum in November and that the millage rate be decreased to 4.8451.  He noted that if the ALS referendum passes, funds from the FY-02 budget could be used if needed and that ALS would be funded the following year.

 

B.        Public Announcement – the proposed millage rate is 5.0575 which is a 10% increase over the rolled back millage rate of 4.5978

 

C.        Public Hearings

 

1.      Tentative budget

 

       Ray DiZefalo, 141 Tampa Ave., concurred with the Mayor’s recommendation.

 

2.      Proposed millage rate

 

      There were no public comments.

 

D.        Amend tentative budget (if necessary) and recomputed millage (if necessary)

 

Councilman Benevente received clarification on several budget items from the Town Clerk and Town Manager.

 

Deputy Mayor Fischer received clarification on the Workers’ Comp account increase and recommended that a separate account be established for the balance owed from the previous year.

 

E.         Adoption of tentative millage rate

 

        Deputy Mayor Fischer moved to adopt a tentative millage rate of 4.8451, which is the current rate.  Councilman Benevente seconded.  Motion carried unanimously.

 

 

 

F.         Adoption of tentative budget

 

        The Town Manager clarified that the General Fund budget based on the adopted tentative millage rate of 4.8451 would be $2,837,211 and that the total budget would be $3,362,084.

 

        Councilman Bogert moved to adopt the tentative budget based on the tentative millage rate of 4.8451.  Councilman Kostro seconded.  Motion carried unanimously.

 

G.        Public Announcement – the final hearing on the tentative millage rate and the tentative budget will be held on September 18, 2001 at 7:00 PM

 

IV.       ADJOURNMENT

 

The meeting was adjourned at 7:12 PM.
