MINUTES OF A TOWN COUNCIL WORKSHOP HELD IN THE INDIALANTIC TOWN HALL ON JANUARY 27, 2000.

I. CALL TO ORDER AT 7:00
Mayor Cochran called the meeting to order at 7:00 PM.
II. DISCUSSION REGARDING NON-AD VALOREM ASSESSMENT OF STORMWATER UTILITY FEES
Mayor Cochran advised that the purpose of the workshop was to give the Council an understanding of the stormwater utility fee.
Town Engineer Scott Glaubitz began by explaining that the county has proposed to manage the billing procedure for the Town of Indialantic. The first year assessment fee would be $18 per residential unit increasing to $36 per unit in the second year. The Town can opt whether to join the county or act independently.
Mr. Glaubitz advised that the real purpose of the stormwater utility program was to control erosion across the nation more so than it effects Florida.
He outlined the six requirements of the NPDES permitting process:
Public education – Town in compliance
Public involvement – Town in compliance
Illicit discharge detection – Town needs to check outfalls for visible signs of pollution
Construction stormwater run-off – Town needs to adopt ordinances
Post-construction compliance – could be certified by SJWMD
Pollution prevention for municipal operations – Town in compliance
Mr. Glaubitz advised that the permitting process involves compiling the information we have and submitting it either through Brevard County or independently and that the Town is falling short in the grant process because we presently lack a dedicated funding source.
Mr. Glaubitz explained that the stormwater study prepared in 1991 was a condition of the Comprehensive Plan. That study mapped the drainage system of the entire Town, identified drainage deficiencies and identified priority items to correct those deficiencies.
Council discussed how only the minimal recommendations of the 1991 study had been addressed. Mr. Glaubitz advised that the work done had addressed the identified deficiencies.
Council discussed a source for funding and the necessity and degree of participating with the county.
Mayor Cochran presented funding options as either establishing a separate stormwater tax or being a funded item in the budget annually. It was noted that this Council cannot obligate future Councils to fund a particular budget item.
Deputy Mayor Frazier stressed the need to develop a plan before a funding source can be determined.
Council requested an update on the 1991 report from Mr. Glaubitz.
Council also requested that Town Attorney Gougelman report on the city of Melbourne’s ordinance and experience with the county at the next Council meeting.
Acting Town Manager Eaton reported that there is $60,000 in the present budget for stormwater improvements.
Council requested clarification on how a general fund item could become a dedicated funding source. This question will be referred to Mr. Gougelman.
