MINUTES OF A TOWN COUNCIL MEETING HELD IN THE INDIALANTIC TOWN HALL ON MARCH 11, 2015

I. CALL TO ORDER AT 7:00 PM

Mayor Berkman called the meeting to order at 7:00 pm.

A. Commissioner Andy Anderson and Brevard County Public Works Director John Denninghoff – Update on road projects – Commissioner Anderson was unable to attend and will reschedule.

IV. PUBLIC ANNOUNCEMENTS

Mayor Berkman read the following announcements:

A. There are currently openings, including reappointments, on the Budget and Finance Committee, Code Enforcement Board, and Parks, Recreation and Beautification Committee

B. There will be openings, including reappointments, on the Code Enforcement Board, Heritage Committee and Parks, Recreation and Beautification Committee in April

C. The annual Easter Egg Hunt will be held Saturday, March 28, 2015 in Orlando Park

V. CONSENT AGENDA

A. Minutes No. 15-05 – Regular Meeting – February 11, 2015

B. Appointments

1. Budget and Finance Committee – 2 openings. Mike Melhado and Karen Turja would like to be reappointed. Reappoint Mr. Melhado and Ms. Turja

2. Parks, Recreation and Beautification Committee – 2 openings. Application received from Mindy Ford. Appoint Ms. Ford

C. Approval of Amendment #21 to the Town Manager’s Employment Agreement relating to code enforcement

Deputy Mayor Glass moved to approve the consent agenda. Councilmember Hoffman seconded. Motion carried unanimously.

Additional agenda item – Telephone poles – signs

Mayor Berkman requested that Council consider addressing signs posted on telephone poles.

Town Manager Chinault advised that in addition to being in violation of the Town’s sign ordinance, these signs are against the FPL’s Public Service Commission tariff.

Council discussed the different types of messages on the signs and took no action.

A. Discussion and possible action regarding re-naming Sunset Park (Requested by Councilmember Hoffman)

Councilmember Hoffman requested that Council consider re-naming Sunset Park after Vince Benevente who was instrumental in the park’s development. Mr. Benevente served on the Town Council and continues to serve on several Town boards and committee. He was also active in the League of Cities and Indialantic Homeowners’ Association.

Council discussed several options including referring this to the Parks, Recreation and Beautification Committee, dedicating the park to Mr. Benevente with a plaque and keeping “Sunset” as part of the name.

Charlda Sizemore, 50 Eleventh Avenue, spoke in favor of recognizing Town residents.

Council requested that staff survey other municipalities to determine their guidelines for naming parks and to review this at the next meeting.

IX. ADMINISTRATIVE MATTERS

A. Report from Town Manager
Statistical Reports – February, 2015

Town Manager Chinault gave an update on his meeting with Tim Elder regarding accreditation for the Police Department.

B. Report from Town Attorney – Attorney Gougelman had no report.

X. REPORTS

A. Mayor Berkman reported that the School Board has removed its previous appointee to the Town’s Local Planning Agency. A new appointee is being considered.

B. Deputy Mayor Glass had no report.

C. Councilmember Dunn congratulated the Heritage Committee on its recent presentation on the part played by Eastminster Presbyterian Church in the Town’s development. He also advised that the church is conducting an art auction through April 15th to benefit vacation bible school.

D. Councilmember Greer had no report.

E. Councilmember Hoffman had no report.

XI. ADJOURNMENT

The meeting adjourned at 7:25 pm.
