MINUTES OF A TOWN COUNCIL MEETING HELD IN THE INDIALANTIC TOWN HALL ON APRIL 8, 2015

PRESENT: Hon. Dave Berkman, Mayor
Hon. Loren Goldfarb, Deputy Mayor
Hon. Stuart Glass, Councilmember
Hon. Randy Greer, Councilmember
Paul Gougelman, Town Attorney
Christopher W. Chinault, Town Manager
Laura Eaton, Town Clerk

ABSENT: Hon. Dick Dunn, Councilmember (Excused)

I. CALL TO ORDER AT 7:00 PM

Mayor Berkman called the meeting to order at 7:00 pm.

II. PLEDGE OF ALLEGIANCE

III. PUBLIC

There were no public comments.

IV. PUBLIC ANNOUNCEMENTS

Mayor Berkman read the following announcements:

A. There are currently openings, including reappointments, on the Code Enforcement Board, Heritage Committee and Parks, Recreation and Beautification Committee

B. There will be openings, including reappointments, on the Civil Service Board, Code Enforcement Board, Heritage Committee, Parks, Recreation and Beautification Committee and Zoning and Planning Board in May

V. CONSENT AGENDA

A. Minutes No. 15-06 – Regular Meeting – March 11, 2015

B. Appointments

1. Heritage Committee – 2 openings. Carol Andren and Jenifer Marx would like to be reappointed. Reappoint Ms. Andren and Ms. Marx

C. Approval of the 8th Annual Witch Way 5k to held on Saturday, October 10, 2015 as a special event; the placement of a banner over Fifth Avenue; and requesting FDOT authorize closing a portion of SR-A1A during the event

D. Approval of the agreement between the Town and Indialantic Rotary to operate the 8th annual Witch Way 5k on October 10, 2015

Deputy Mayor Glass moved to approve the consent agenda. Councilmember Hoffman seconded. Motion carried unanimously.

VI. ORDINANCES AND RESOLUTIONS

A. Ordinance 15-03 – amending the Personnel/Civil Service Manual

1. First reading – by title only

Attorney Gougelman read the ordinance by title only.

2. Public hearing and adoption on first reading

There were no public comments.

Deputy Mayor Glass moved to approve the ordinance on first reading. Councilmember Hoffman seconded. Motion carried unanimously.

VII. UNFINISHED BUSINESS

A. Discussion and possible action regarding re-naming Sunset Park (Requested by Councilmember Hoffman)

Councilmember Hoffman advised that the Parks, Recreation and Beautification Committee unanimously voted to rename “Sunset Park” as “Vincent Benevente Sunset Park” and noted that although the County’s policy does not allow parks to be named after living persons, many municipalities have policies allowing parks to be named after people who have made significant contributions to the community. She stated that Mr. Benevente was instrumental in the development of the park and has served on various Town boards and committees including the Town Council.

Councilmember Hoffman moved to schedule a public hearing to rename Sunset Park. Councilmember Greer seconded. Motion carried unanimously.

Council requested that the July Council meeting time be adjusted to allow for a dedication at the park.

VIII. NEW BUSINESS

A. Discussion and possible action regarding the Town website (Requested by Deputy Mayor Glass)

Deputy Mayor Glass noted that the Town’s website has been down for several weeks and that efforts are being made to correct the problem.

Council agreed that regular maintenance of the site should be addressed.

IX. ADMINISTRATIVE MATTERS

A. Report from Town Manager
Statistical Reports – March, 2015

Town Manager Chinault reported that a memory bench will be installed in Nance Park in recognition of Steve Kenyon, a former Town employee, who recently passed away.

B. Report from Town Attorney

Attorney Gougelman gave a brief synopsis of a lawsuit filed against the Town, Melbourne Beach, Brevard County Sheriff’s Department and various individuals by Randall Greer, on behalf of the estate of Christopher Greer, and Christine Greer and answered questions from the Council.

X. REPORTS

A. Mayor Berkman reported that Northrup Grumman will be sponsoring a beach cleanup on May 2nd and that he is working with Keep Brevard Beautiful to find sponsors to help clean up the beach on a regular basis.

B. Deputy Mayor Glass thanked Attorney Gougelman for the ethics training provided on March 28th.

C. Councilmember Dunn was not present.

D. Councilmember Greer reported that the Hoover Middle School band is having a fundraiser at Jersey Mike’s on April 9th.

E. Councilmember Hoffman requested that Councilmembers speak into their microphones for the benefit of the public.

XI. ADJOURNMENT

The meeting adjourned at 7:35 pm.
