MINUTES OF A TOWN COUNCIL MEETING HELD IN THE INDIALANTIC TOWN HALL ON JUNE 11, 2014

PRESENT: Hon. Dave Berkman, Mayor
Hon. Loren Goldfarb, Deputy Mayor
Hon. Dick Dunn, Councilmember
Hon. Stuart Glass, Councilmember
Hon. Randy Greer, Councilmember
Paul Gougelman, Town Attorney
Christopher W. Chinault, Town Manager

I. CALL TO ORDER AT 7:00 PM

Mayor Berkman called the meeting to order at 7:00 pm.

II. PLEDGE OF ALLEGIANCE

III. 2012/2013 AUDIT PRESENTATION – Debbie Goode, Carr, Riggs & Ingram, LLC

Debbie Goode, Carr, Riggs & Ingram LLC, presented the audit.

Mayor Berkman moved to accept the 2012/2013 audit as presented. Councilmember Glass seconded. Motion carried unanimously.

IV. PUBLIC

There were no public comments.

V. PUBLIC ANNOUNCEMENTS

The Deputy Town Clerk read the following announcements:

A. There are currently openings on the General Employees Pension Board and the Parks, Recreation and Beautification Committee

B. There will be openings, including reappointments, on the Board of Adjustment, Code Enforcement Board and the Parks, Recreation and Beautification Committee in July

C. Town Hall will be closed Friday, July 4, 2014 – Independence Day

VI . CONSENT AGENDA

A. Minutes No. 14-09 – Regular Meeting – May 20, 2014

B. Approval of traffic signal maintenance agreement with FDOT

C. Resolution 14-09 – Budget Adjustment #3 – FY-14

D. Approval of the allocation of Edward C. Byrne Memorial Justice Assistance grant funds to assist the County’s prisoner transportation program and direction for the Mayor to sign a letter conveying Council’s determination

Councilmember Glass moved to approve the Consent Agenda. Councilmember Dunn seconded. Motion carried unanimously.

VII. ORDINANCES AND RESOLUTIONS

A. Ordinance 14-09 – Amending Chapter 18 relating to stormwater runoff and fertilizers

1. Second reading – by title only

Attorney Gougelman read the ordinance by title only.

2. Public hearing and adoption on second reading

Mayor Berkman moved to approve the ordinance on second reading as amended. Councilmember Greer seconded. Motion carried unanimously.

B. Ordinance 14-10 – Amending Sec. 17-106 – murals

1. First reading – by title only

Attorney Gougelman read the ordinance by title only.

2. Public hearing and adoption on first reading

Mike McCluskey, 130 Fifth Avenue, asked if having a mural meant giving up signs. Council made Mr. McCluskey aware of the Board of Adjustment meeting taking place on June 12 at 5:30 on Murals.

Councilmember Glass moved to approve the ordinance. Councilmember Dunn seconded. Motion carried unanimously.

IX. NEW BUSINESS

A. Discussion and possible action regarding a budget workshop (requested by Councilmember Dunn)

Councilmember Dunn said he has 4 to 5 different items to present regarding the budget and requested a budget workshop. After discussion, the Council decided to have a budget workshop on June 24, 2014 at 7:00 PM.
