I. CALL TO ORDER
Chairperson Ms. Deratany Goldfarb called the meeting to order at 9:05 a.m.

II. APPROVAL OF PRIOR MEETING MINUTES
Minutes 11-02; November 22, 2010
Minutes from the November 22, 2010 meeting, on motion by Mr. Michelson with a second from Ms. Berkman, were approved.

III. TOWN HALL REPORT – MR. CASSEDY
Holiday Lights:
Discussion occurred with regard to Council action of January 18, 2011, whereby Council indicated that it desired to approve the annual holiday decorations intended for Fifth Avenue after being recommended by the Parks, Recreation, & Beautification Committee.

Mr. Cassedy indicated that he would determine if other jurisdictions utilized a company other than Clark Displays to install the decorations since the Town’s agreement with Clark Displays has expired.

Sandspurs
Mr. Cassedy indicated that he has met with Tru-Green and that they will, at no additional cost to the Town, apply a pre-emergent twice this year to attempt to lessen the number of sandspurs in Orlando and Nance parks.

FIBER
FIBER, a mechanically engineered wood, has been applied to the base of play items in Nance and Orlando parks to provide better safety for those using the play equipment and to improve access for those in wheelchairs.

IV. BEAUTIFICATION
Status of Beautification Award sign
On motion by Ms. Nadeau with a second from Ms. Berkman it was agreed to recognize the property at 1202 S. Ramona Avenue for beautification purposes. Ms. Twitty-Mercer will send the normal letter and then advise Mr. Michelson when to relocate the sign from 301 Wayne Avenue to 1202 S. Ramona Avenue.

V. PARKS
Orlando Park – Brooke Deratany Goldfarb
No complaints.

Orlando Park (FRDAP): Mr. Chinault informed the committee that the Florida Department of Environmental Protection (FDEP) has ranked the Town’s application for Florida Recreation Development Assistance Program (FRDAP) monies of $50,000 and assigned it at the #7 spot within the category for which the Town applied. Unfortunately, there has been no money assigned by FDEP to this project. The Town will have to wait until the legislature adjourns to recognize if it is to receive any money for this project.

Nance Park – Elaine F. Henderson
Not present.

Indian River Park & Tradewinds Park – Catherine Berkman
No complaints.

Tradewinds Park: Ms. Nadeau expressed concern with regard to apparent vandalism that has occurred at the park. Someone cut off about 2/3 of the top of the pom pom orchid that had been planted.

Sunrise Park & Sunset Park – Bernie Gott
Sunrise Park (SR-A1A outfall at Watson Drive): Mr. Chinault reviewed the County’s plans to install an exfiltration system within Sunrise Park to lessen the pollution and volume of water that exits the SR-A1A outfall at the east end of Watson Drive into the ocean. He noted that work is projected to occur in March and April, 2011, and that it is doubtful that FDEP will continue to permit sand to be applied to the beach as part of a beach renourishment effort should their concerns regarding this outfall not be addressed. On motion by Mr. Gott with a second from Mr. Michelson the committee agreed to support the County’s plans to make this improvement.

Sunrise Park: Mr. Gott raised a concern that motorists continue to park at the far eastern end of Watson Drive to check the waves without properly locating their vehicle in a parking space.

Dewey Park & Wavecrest Extension Park- Anne Mayer

Wavecrest Park & Indialantic Ocean Beach Park – Larry Michelson
No complaints.

Douglas Park & Riverside Park – JoAnne Nadeau
No complaints.

Gus Carey Park & Sea Park – Marge Schwanbeck
Not present.

VI. RECREATION
Holiday Tree Lighting, December 2, 2010 @ 7:00 p.m.
A. Mr. Chinault noted that the Town spends approximately $500 to decorate and un-decorate the Norfolk Island Pine at the southwest corner of Nance Park. Members were requested to take a look at the alternate tree that is along the west side of Nance Park near the Nance Park stone sign as a possible substitute in future years to save on the lift cost to decorate the other tall tree. Chairperson Goldfarb noted that using a smaller tree may be desirable in allowing for the alternate tree to look fuller and thereby more festive.
B. Ms. Berkman noted that she had made arrangements with Winn-Dixie for cookies to be secured at a discount and for Starbucks to provide three containers of hot chocolate (no coffee) for ninety dollars. However, neither Winn-Dixie, nor Starbucks, charged the Town anything for items secured from their store.
