I. Call to Order
Chairperson Ms. Berkman called the meeting to order at 9:04 a.m.

II. Approval of prior Meeting Minutes
Minutes 10-04; February 22, 2010
Ms. Deratany Goldfarb moved to approve the minutes. Ms. Nadeau requested a clarification to the minutes. The minutes should read as followed:

Indian River Park, Tradewinds Park & Nance Park – Catherine Berkman
Not present.
Tradewinds Park- Ms. Nadeau questioned who did the weeding in the park. There are Pepper and Carrotwood Trees growing all over the grounds. Ms. Nadeau suggested that she and husband would complete the tasks, if the fire ant piles could be maintained. Mr. Cassedy will address the issue of the fire ants.

Tradewinds Park- Ms. Nadeau questioned who did the weeding in the park. There are Pepper and Carrotwood Trees growing all over the grounds. III. Town Hall Report –Mr. Cassedy
Mr. Cassedy is setting all of the irrigation sprinkler systems to be active two days a week.

Boardwalk
A bench at crossover number fifteen is in need of repair. New boards will be purchased for the repair.

IV. Beautification
Status of Beautification Award sign
Doris Y. Lodge & Joseph Vegotsky, 310 South Shannon Avenue is the current location of the sign.

Ms. Deratany Goldfarb moved to nominate 210 Orlando Blvd. for the new location. Ms. Nadeau seconded. Motion carried unanimously. Ms. Twitty-Mercer will mail out a letter this date and notify the property owner of the selection.

Nominations will be discussed for new locations at the next meeting.
V. Parks
FDOT US-192 Relief Bridges Replacement Project
FDOT has included in the Tentative Five-Year Transportation Plan replacing the easternmost relief bridge and the parallel pair of relief bridges, which are east of the Ernest Kouwen-Hoven Bridge on US-192. A temporary pedestrian bridge will be installed south of the easternmost relief bridge with a permanent pedestrian bridge included south of the westernmost relief bridge. There is not expected to be a temporary vehicular bridge south of the easternmost relief bridge as previously anticipated which will greatly reduce the impact on Douglas Park.

Nance Park- electric plan
Friday @ Fifth committee would like to install electrical outlets by the meters in Nance Park. No overhead lines would be permitted. The Parks, Recreation and Beautification committee noted support for the outlets with concerns of:
* Does every meter have to have an electrical outlet? What about every other one.
* Vandalism to the electrical outlets.
* Every couple of years, the electrical outlets will need to be replaced due to the saltwater/environment.

Indian River Park, Tradewinds Park & Nance Park – Catherine Berkman
Indian River Park & Nance Park- no complaints.
Tradewinds Park- Ms. Nadeau suggested removing the pointy plants adjacent to the sidewalk.

Dewey Park, Gus Carey Park & Sea Park – Marge Schwanbeck
Not present.

Douglas Park – JoAnne Nadeau
No complaints.

Orlando Park – Brooke Deratany Goldfarb
No complaints.

Sunrise Park & Sunset Park – Bernie Gott
Sunrise Park- Vehicles parking in the no parking area. Mr. Gott suggested to install signs with wording of “No Vehicles” and to paint yellow or white stripes on the payment indicating “No Parking Zone”. Mr. Cassedy will speak with the Police Chief regarding suggestions.
Sunset Park- there is yard/ debris in the southwest area.

Riverside Park – Andrea McKoy- Zeppuhar
Not present. Ms. McKoy- Zeppuhar resigned from the board. The park has been reassigned to Ms. Nadeau.

Wavecrest Extension Park, Wavecrest Park & Indialantic Ocean Beach Park – Larry Michelson
No complaints.

VI. Recreation
Easter Egg Hunt, Saturday, March 27, 2010 @ 9:00 a.m.
Committee members are to be at the park between 8:00 a.m. – 8:15 a.m. to setup. Age ranges 0-2 Ms. Berkman, 3-4 Ms. Nadeau, 5-6 Ms. Deratany Goldfarb, 7-8 Mr. Michelson. Mr. Gott will assist the characters if needed the day of the event. Ms. Berkman will remind the Bunny, Clown and Chicken to appear. Ms. Berkman will pick up the tape to separate sections on Thursday, March 25, 2010 before 3:30 p.m.

Eastminster Presbyterian Church Family Movie Night, Friday, April 09, 2010 @ 7:00 p.m.
Ms. Berkman was contacted by Eastminster Presbyterian Church staff in regard to holding the event at their location. Church staff advised that the way they choose the movie of choice is through the producer of the movie. An example of some movies are: Toy Story (G, 1995, 81 minutes), Madagascar (PG, 2005, 86 minutes) and Shrek (PG, 2001, 90 minutes). The license fee is $100.00 and under the license the Church is not allowed to advertise the movie name. Advertising the event on a marquee sign without the name of the movie is permitted. Church staff advised that the Church has dates available to hold the event in late May or early June, on a Saturday after 7:00p.m. The Church owns a popcorn machine. Hosting the event outside or inside are both options. If holding the event inside, the Fellowship Hall is available. The Church staff will be holding their movie night on April 9, 2010 at 7:00 p.m. with the movie to begin at 7:30 p.m. Ms. Berkman, Mr. Gott and Mr. Michelson confirmed that they will assist the Church staff for the event. Town Hall staff will advertise the event on the marquee. Eddie Struttmann at Beach Discount provides the Church staff a hot dog cooker. The Committee discussed a date for the Town to co-host an event at the Church, and a date of June 25, 2010 is pending, the Church staff has no conflicts with the date.

Third Annual Witch Way 5K, Saturday, October 23, 2010 @ 8:00 a.m.
Ms. Deratany Goldfarb moved to approve the date and time as October 23, 2010 @ 8:00a.m. Ms. Berkman seconded. Motion carried unanimously.

The members are to research ideas for non-profit organizations or other ideas, which the fifty-fifty split of the monies earned will go towards. Mr. Gott will provide information about the Nature Conservancy and the Marine Resources Council. Tabled until April 26, 2010 meeting.

VII. Other
Nance Park Memorial Bench for Betty Preece @ 8:45 a.m.
The bench has been delivered and installed. An unveiling took place this date at 8:45 a.m. Ms. Berkman, Ms. Deratany Goldfarb, Mr. Gott, Mr, Michelson, Ms. Nadeau, Mr. Cassedy, Mr. Chinault and Eric Preece were present.
